COMPUTER UP GRADE POC Rhonda Knowles, Contract Negotiator,
(513)255-5024. This CBD announcement constitutes a Sources Sought
Synopsis. The B-1B System Program Office (SPO), Aeronautical System
Center, ASC/YD, and Oklahoma City-Air Logistics Center, OC-ALC/LAB,
have a requirement for one prime integrating contractor to perform
sustainment tasks related to upgrading Block E software to include
correction of software deficiencies for AOFS, CITS, and EMUX on the
B-1B aircraft. Interested contractors will also be responsible for
integration of all Block E development and sustainment efforts, and
required to accept Total System Installed Performance Responsibility
for AOFS, CITS and EMUX hardware and software performance. Contractors
interested in this effort must submit the following information for
evaluation by the Government, (responses should be concise and program
specific): 1.) Description of experience as the prime integrating
contractor for computer systems for the B-1B program and/or other Air
Force (or other comparable) programs, 2.) Description of
facilities/assets currently available to accomplish the computer
upgrade sustainment and integration, 3.) Description of knowledge of
software languages such as Jovial J3B2 and Ada, ability to convert and
rehost software to other HOL, and existing AP101 hardware, 4.) List of
qualifications of lead management and engineering personnel projected
to work on this program, and 5.) Indication of large or small business
size in relation to SIC 3728, size standard 1000 employees. ASC/YD or
OC-ALC/LAB will issue one or two contracts both to the same
integrating contractor. The Air Force is anticipating awarding the
planning effort for EMD in the third quarter of FY 96 and awarding the
EMD effort in the second quarter of FY 97. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concern from potential offerors
when an offeror prefers not to use established channels to communicate
his concern. Potential offerors are invited to contact ASC Ombudsman,

concerns only. Routine concern communication should be directed to the
point of contact listed below. Foreign participation at the prime
contractor level is not authorized for this effort. Potential offerors
are requested to submit two (2) copies of an unclassified response
(limited to 10 pages) within 15 days after publication of this notice
