Palmer, Ph: 202/267-2489. The U.S. Coast Guard (USCG) requires fully
licensed and facility rated air traffic control services to operate the
U.S. Coast Guard Contract Tower (CGCT) at the Elizabeth City Coast
Guard Air Station in Elizabeth City, North Carolina. The CGCT is a
low-activity (Level I) visual flight rules (VFR) airport traffic
control tower providing air traffic control service. The hours of
operation are expected to be from 0700-2200 local, seven days a week.
The contractor shall furnish the labor, supervision, materials,
required equipment, supplies and services necessary to operate the
CGCT. The contractor shall also perform other activities, such as
taking weather observations, changing recorder tapes, or inspecting
runway lights, to prepare the CGCT for opening and closing on each day
of operation. The contractor shall establish, document, and implement
a facility training program for operational controllers appropriate
with the applicable FAA directives. The contractor will furnish office
equipment, including a photo copier, as necessary to complete the
assigned tasks. In addition, personnel employed by the contractor shall
submit to a background investigation prior to entering the USCG Tower.
A national security clearance of SECRET is required. The USCG shall
provide USCG-owned or leased space suitable for the provision of ATC
services, administration, and storage of operational supplies,
equipment, and records. The USCG will also furnish all operational
equipment required for the provision of ATC weather reporting services.
