Industrial Supply Center Norfolk Detachment Washington D.C. intends to
procure a FFP Indefinite Delivery Indefinite Quantity type contract
with the Eastern Range Program Office, SMC/CWP, at Patrick Air Force
Base, Florida for the upgrade of the operational voice system used on
the Eastern Range (Cape Canaveral Air Station) to support launch
operations. This release of a Request for Proposals (RFP) is issued in
response to the previous RFI, released on 29 January 1996 as
N00600-96-X-0417. The intent is to provide a large scale conferencing
and direct line system utilizing digital switching techniques that will
be rapidly reconfigurable in order to support changing voice
requirements. The Digital Range Communications System (DRCS) will be
the primary equipment component and will provide the large scale
conferencing capability in support of Eastern Range operational
requirements for conference networks and point-to-point direct lines.
The system will provide users with the capability of switching and
conferencing digital voice networks at the Eastern Range. Each DRCS
will consist of various configurations of switch componants, interfaces
and end instruments. Depending on the configuration, each individual
DRCS will be used to support secure only, non-secure only, or combined
secure and non-secure system communications. The Government
requirements are to be met with Commercial Off-The-Shelf (COTS) items
and modified COTS. The requirement will be for a base year (one
non-secure system) with eight one year options (for an additional 30
various configured systems and 12 system expansions). In addition to
procuring hardware, this requirement includes installation, training
and technical support services. The SIC code is 3669. This requirement
will be procured on an unrestrictive basis utilizing the Best Value
Source Selection method. A prebidders conference will be held in the
vicinity of Patrick AFB, Florida prior to the close of the
solicitation. Exact date and location will be provided in the RFP. All
interested parties must submit requests by fax to the Customer Service
Center at the fax number listed above. This solicitation is subject to
