described in the Phillips Laboratory, Hanscom AFB, Broad Agency
Announcement (BAA) Brochure dated February 1996 which is available upon
request. Areas 4B, 4F, 7A, 7B, and 7C of the Brochure are not approved

Announcement constitutes a solicitation for proposals under the
provisions of Public Law 98-369, The Competition in Contracting Act of
1984. There will be no further solicitation. Each proposal will be
evaluated based on the merit and relevance of the specific research
proposal as it relates to the overall PL program, rather than against
other proposals for research in the same general area. Only Basic
Research proposal will be considered. For purposes of this
announcement, basic research is scientific study and experimentation
directed toward advancing the state-of-the-art of engineering sciences,
or increasing knowledge and understanding of the engineering sciences.
Focus of the research should not be directed toward a specific system
or hardware solution. The cost of preparing proposals in response to
this announcement is not considered an allowable direct charge to any
resulting contract or any other contract. Questions of a technical
nature may be referred to the individual listed in the brochure for
that particular research area. Contractual and cost response format
questions should be referred to ESC/PKR. Also offerors are cautioned
that only Contracting Officers are legally authorized to commit the
government. The following are the essential evaluation factors: (a) The
overall scientific and/or technical merits of the proposal. (b) The
potential contributions of the effort will contribute to balancing the
overall PL contract research program. (c) The offeror's capabilities,
related experience, facilities, techniques, or unique combination of
these which are integral factors for achieving the proposal objectives.
(d) The qualifications, capabilities, and experiences of the proposed
principal investigator, team leader, and other key personnel who are
critical to achievement of the proposal objectives. (e) The offeror's
record of past and present performances. (f) The reasonableness and
realism of proposed costs and fee, if any, and the availability of
funds. Proposals may be submitted for one or more of the above topics
or a specific portion of one topic. An offeror may submit separate
proposals on different topics or different proposals of the same topic.
Proposals for any level of effort up to five (5) labor years or
duration of research project from six (6) to sixty (60) months will be
considered. The government does not guarantee an award in each topic
area. Every effort will be made to protect the confidentiality of the
proposal with a legend such as that provided in FAR 52.215-12.
Proposals containing a more restrictive legend shall not be considered.
Unnecessarily elaborate brochures or presentations beyond what is
sufficient to present a complete and effective proposal are not
desired. An Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of the
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

or problems that have previously been brought to the attention of the
program manager and/or contracting officer and could not be
