Duration - 54 months, (includes basic and all options). Implement Build
2 of the Intelligence Analyst Associate (IAA), a Natural Language
Understanding (NLU) system being developed for the National Air
Intelligence Center at WPAFB. IAA is being developed using a long-term
incremental system development approach, designed to gradually evolve
the capability to extract more and more complex types of data from
unformatted text, across multiple domains. Build 1 established a
long-term evolvable architecture and developed the capability to
extract entity and simple event data from unformated text, across
multiple domains. Each Build also involves evolving applications that
enable Intel analysts to exploit the data extracted from text. In Build
1, a data browser was developed that allows Intel analysts to quickly
find data of interest, and a prototype data visulization capability was
established allowing data to be displayed on timelines and maps. Build
2 will continue evolving IAA's data extraction capability, and user
applications. This effort includes the basic contract for Build 2, (30
month completion) and 5 Options. Options 1 & 2 will opertationalize
increments of Build 2; Option 3, will implement Build 3; Options 4 & 5
will operationize increments of Build 3. A read library containing
technical information relating to this acquisition is available for
review by potential offerors at Rome Laboratory/IRAE, 32 Hangar Road,
Rome, NY 13441-4114. Appointments for access may be made by contacting
Carrie Pine, 315-330-4518 at least 72 hours in advance. The RFP will
be released no sooner than 08APR96. Foreign participation is excluded
at the prime contractor level. SCI clearances will be required for
performance. This effort requires the use or delivery of Federal
Information Processing resources but it has been determined that FIMR
Part 201-39 does not apply. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contract Specialist, Joseph L. Facciolo,
315-330-4981. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. No telephone requests for the solicitation will be
honored. All requests must be addressed to the attention of the
Contract Specialist, Joseph L. Facciolo, reference the code I-6-4016-A,
and contain the respondent's Commercial and Government Entity (CAGE)
