Transit Authority (WMATA) has a Joint Development Program which makes
selected property interests available to developers on a periodic
basis. The following property interests are currently being offered for
development under Request for Proposal numbers FG6877 through FG6906:
Alexandria, VA --King St. Metrorail Station (Commonwealth & King,
Kiss-and-Ride Area); Alexandria, VA--Van Dorn Metrorail Station
(Parking & Kiss-&-Ride Area); Arlington, VA--Arlington Bus Garage;
Arlington, VA--Court House Station; Fairfax, VA--Backlick (development
rights only); Fairfax, VA--Franconia/Springfield; Fairfax,
VA--Huntington I (South- surface parking & park, south of the station
including parking structure) and Huntington II (North-area north of
station, including parking structure); Fairfax, VA--West Falls Church;
District of Columbia--Anacostia/Local (bus bays & vac. lot S.E. North
of station entrance); District of Columbia--Brookland-CUA N.E. (bus
bays & kiss & ride areas); District of Columbia--Deanwood, N.E.;
District of Columbia--Fort Totten N.E. (land on either side of tracks,
north of station; including parking area); District of
Columbia--Gallery Pl. - Chinatown N.W. (front of 7th St. between G&H
Sts.); District of Columbia--Minnesota Ave., N.E. (between Minnesota
Ave., Benning Rd. & RR Tracks); District of Columbia-- Rhode Island
Ave., N.E. (Includes parking & bus bay areas); District of
Columbia--Takoma, N.E. (kiss & ride area); Montgomery County, MD--Shady
Grove (air rights over S&I yard as well as parking areas); Montgomery
County, MD-- Twinbrook-East (bus bay & parking area east of station);
Montgomery County, MD--Wheaton (east block), (Wheaton Triangle);
Montgomery County, MD--White Flint- East; Rockville, MD--Rockville
(parking & kiss & ride areas); Rockville, MD-- Twinbrook-West (parking
& bus bays west of tracks); Prince George's County, MD--Capitol
Heights (parking & bus bay areas); Prince George's County, MD--Cheverly
(parking & bus bay areas); Prince George's County, MD--College Park
(A)- (parking & bus bay areas east of station); Prince George's County,
MD-- Greenbelt (parking, bus bays & vacant land south of station);
Prince George's County, MD--Landover (parking & bus bays south of
station); Prince George's County, MD--New Carrollton I (parking & bus
bays north of station), New Carrollton II (parking & bus bay areas
south of station); Prince George's County, MD--Prince George's Plaza
(all surface parking areas & all adjacent vacant land); Prince George's
County, MD--West Hyattsville (parking area east of station & vacant
land on both side of tracks). WMATA's goals in offering these
properties are to: attract new riders to the Transit System; increase
sources of revenue to the Authority to operate and maintain the Transit
System; expand the tax base of WMATA local jurisdictions, thereby
strengthening their ability to make transit subsidy payments to the
Authority. The selected developer will be determined using a
competitive negotiation process. Each developer's proposal will be
evaluated using the following criteria: Proposed development project's
attainment of WMATA s specific joint development goals (i.e. increased
ridership, increased operating revenue, and local tax base expansion);
conformance of proposed development with WMATA transit operating
requirements; financial capability of developer; previous experience of

appropriate offering document(s) for one or more of the above
properties. Requests for proposals will be available on March 28, 1996.
Proposal for the properties listed are due May 13, 1996. There will be
pre-proposal meetings as follows: properties located in Virginia:
April 17, 1996; properties located in the District: April 18, 1996;
properties located in Maryland: April 19, 1996. These meetings will be
held at the Jackson Graham Building, 600 Fifth St., N.W., Washington,
D.C. Available properties will be highlighted during the symposium on
Transit-Oriented Development and Communities being held at the
