697-5900 The Defense Supply Service-Washington, on behalf of the Deputy
Under Secretary of Defense (Acquisition Reform), is issuing a combined
synopsis/solicitation for Commercial Items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are hereby being requested. A written
solicitation will not be issued. This is Request For Proposal
DASW01-96-R-0053. Solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-32,
01 Oct. 95. Solicitation is 100 percent small business, SIC 7819 @
$14.5 million. DASW01-96-R-0053 will result in multiple award (minimum
of 2), Indefinite Delivery/Indefinite Quantity (IDIQ), Delivery order
contracts. Each contract will have one (1) base period from date of
award thru 30 Sep 96, and four (4) 12-month option periods for a total
of five (5) years, with total requirements in value of approximately
$4.5 million. Products for which delivery orders to be issued include

Offerors-Commercial Items is in use in its entirety, and offerors must
adhere to all elements to be considered responsive; 52.212-2
Evaluation-Commercial Items, The Government will award IDIQ contracts
resulting from this solicitation to the responsible offerors whose
offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
in descending order shall be used to evaluate offers; (a) Past
Performance-Evidence of having provided a wide range of high quality
pre-production, production and post production on similar efforts; (b)
Technical/Management Plan proposal with equipment and labor hours for
each CLIN/SUBCLIN and their respective labor rates, and Sound
management plan ensuring quality products, timely delivery,
responsiveness to unique requirements; (c) Base year and option year
prices, and all years will be evaluated based on the CLIN's minimum
quantity; (d) Contractors ability to make available a wide range of
state of the art equipment to ensure highest quality production and
post production materials, e.g. editing, graphics preparation and sound
production. Offerors must include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
with offer; 52.212-4 Contract Terms and Conditions-Commercial Items
applies to this acquisition in its entirety; 52.212-5 Contract Terms
and Conditions Required to implement Statutes Or Executive
Orders-Commercial Items applies to this acquisition in its entirety;
Statement for any other terms and contract conditions; (a) Provide lead
times for CLINs 0001 thru 0004 and 0007; (b) Provide (1) Video product
sample and its accompanying informational guide submitted with offer;
(c) Qualifications (training/experience) of personnel expected to
perform work; (d) Information about similar efforts performed by the
contractor, provide descriptions of past similar jobs and contracts
with name and phone number of reference; (e) Technical/Management Plan
proposal is limited to ten (10) double sided, single spaced ten (10)
font text on standard 8.5x11 inch paper, and upon award the
technical/management plan proposal will become a contractual compliance
document; (f) Awards shall be made without discussions; (g) Awards are
subject to site visits; (h) Oral proposal for solicitation is
accepted, maximum of two (2) hours presentation (on-site at Pentagon,
Washington, DC, conference room capability with 15 amp 115 volt power
source, standard VHS/VCR and monitor, and overhead projector), oral
proposal offeror must adhere to solicitation closing date and time with
written statement, Oral Proposal-Oral Presentation Requested. Oral
Proposal Presentations will only be given to offerors in the
competitive zone of consideration. Oral proposal presentations will be
scheduled for the 4th and 5th of April 1996; (i) Oral proposal offeror
must submit as a minimum, Past Performance evidence,
Technical/Management Plan, sample product and its accompanying
informational guide, Base year and Option year prices, and Offeror
Representations and Certifications-Commercial Items FAR 52.212.3. (j)
Contracting Officer or designated representative may authorize issuance
of delivery orders via facsimile or electronic data interchange; (k)
Delivery order proposals requested from the contract awardees shall be
evaluated upon past performance, technical and price. Oral proposals
for delivery orders shall be accepted; (L) Delivery order proposal
preparation cost will be compensated to the unsuccessful offer(s) of
the Contract awardees for each solicited delivery order. STATEMENT OF
OBJECTIVES, Objectives: The objectives of this multiple award IDIQ
contract is to provide a series of training packages and satellite
videoconferences comprised of multimedia training videos, associated
instructor guides and graphics to support the training videos. Inherent
in the work involved to produce these training packages and
videoconferences is pre-production, production and post-production
support for wide range Acquisition Reform messages; The contractor
shall perform specific tasks of; Task 1. VIDEOCONFERENCE PRE-PRODUCTION
PRODUCTS AND SERVICES, Consultation and design services for video
programming. Consultation and design services for instructional
materials to accompany video programming. Scripting services.
Consultation and design of graphics and animation for video
programming. Auditions and casting of professional actors. Location
management. Production preparation. Post-production preparation.
Pre-production administration. Broadcast quality location and studio
production for video programming. Task 2. VIDEOCONFERENCE PRODUCTION
PRODUCTS AND SERVICES, Production and printing services for
instructional materials to accompany video programming. Execution of
pre-notification and marketing plan and materials to accompany video
programming. Produce professional graphics and animation for broadcast
quality video production. Production management. Broadcast quality
location and studio production. Task 3. VIDEOCONFERENCE POST-PRODUCTION
PRODUCTS AND SERVICES, Non-linear off-line editing services. Broadcast
quality on-line services. Duplication and distribution services.
Post-production management. Task 4. VIDEOCONFERENCING PRODUCTS AND
SERVICES, Consultation, design and execution of live videoconferences,
including: Pre-notification and marketing, Management of downlink
sites, Videoconference pre-production, Videoconference production,
Videoconference post-production. SUPPORT TO BE PROVIDED BY THE
GOVERNMENT TO CONTRACT AWARDEES: Government publications; archival
materials; access to videotape, film, photo, and graphic art
repositories; and access to such governmental employees and subject
matter experts as are necessary and appropriate to satisfy the
contractor's information requirements in completing project work.
