e-mail: griffin@tec.army.mil. The U.S. Army Topographic Engineering
Center (TEC) is interested in receiving abstracts and proposals for
research and development (R&D), Cooperative Research and Development
Agreements (CRDA)s, or Cooperative Agreements in the topographic
sciences. TEC's mission is to provide the uniformed soldier, at all
echelons, with superior knowledge of the battlefield and to support the
nation's civil and environmental initiatives through research and
development in the topographic and related sciences. To accomplish this
mission, TEC has developed knowledge and research capabilities in
fields which make extensive use of remote sensing technologies and
spatial data generation and protrayal. These fields include terrain
analysis and characterization, passive and active spectral signature
identification, photogrammetry, battlefield viewing, battlefield and
terrain-related simulation and modeling, precise surveying and mapping,
high-accuracy Global Positioning System development, image analysis,
data management, geographic information systems, and data/image fusion.
This BAA is active for twelve months or until superseded, whichever is
earlier. Potential offerors are encouraged to initiate discussions
with the Technical Point of Contact (TPOC) associated with each of the
topics and to submit abstracts prior to proposals if required by that
TPOC. The entire BAA is to be requested by fax, electronic mail or
U.S. mail from the BAA Administrator at the address given above. The
specific areas of interest or topics and brief descriptions of their
content are as follows: Topic #1; Climate and Terrain Integration
Enhancements. The topic objective is to enhance the capability to
spread terrain and climate information over a map background. Concept
proposals are specifically requested for; investigating current
methodologies for spreading terrain and climatic information through
interpolation/extraction; developing empirical methods (geostatistical,
inferential, rule-based) that allow the spreading of various terrain
and climatic parameters over a spatial surface and methods to assess
the goodness-of-fit of the spreading algorithms; among others. (TPOC

Exploitation Capabilities Enhancements. The objective of this research
is to perform analysis and exploitation of multi- and hyperspectral
data sets taken from remote platforms. Exploitation efforts include:
rapid mapping, disaster assessment, pollution monitoring, crop growth,
geological exploration, drug enforcement, terrain trafficability, and
surveillance of military subjects/targeting. Numerous tool sets have
been developed but provide only limited assistance. No single tool set
is ideally suited to perform all the desired manipulations for
ultimate analysis and exploitation. Of specific interest are concepts
for integrating and automating the data analysis/exploitation
activities for the above applications while minimizing the human

Battlefield Visualization Research. The area research objective is to
develop and demonstrate capabilities to improve the end-to-end
battlefield visualization process. Battlefield visualization is defined
as: the process whereby the commander develops a clear understanding of
his current state and then subsequently visualizes the sequence of
activities that will move his force from its current state to the
desired end state. Innovative concepts are solicited for: rapid
collection and processing of high resolution digital terrain elevation
and feature data; novel uses of low-cost PC technology for 3-D
database exploitation and database construction; techniques for
management of dynamic terrain databases and for integration of terrain,
intelligence, and situational awareness data; and mission planning and

additional information will be made available and no formal RFP or any
other solicitation regarding this announcement will be issued. The
government reserves the right to select all, some, or none of the
proposals received. No portion of this BAA will be set aside for
Historically Black Colleges and Universities or Minority Institutions
due to the impracticality of reserving discrete areas of research.
