intent to issue NASA Research Announcement (NRA) 96-RXTE-02 on or about
April 1, 1996. NRA 96-RXTE-02 solicits basic research proposals for
participation in the NASA program for the conduct of astrophysical
observations and subsequent analysis of the resultant scientific data
from the Rossi X-Ray Timing Explorer (RXTE). The primary goal of the
RXTE mission is to investigate the nature and physics of compact
astrophysical objects as revealed through temporal variations in their
high energy emission on time scales from microseconds to years. This
announcement is the second for the RXTE Guest Observer Program and
solicits proposals for Cycle 2 of the mission which will begin on
November 1, 1996, and last approximately one year. Observing time is
available to Guest Observers during this phase. Participation in this
program is open to all categories of organizations, domestic and
foreign, including educational institutions, profit and non-profit
organizations, NASA Centers, and other Government agencies. For
