Phone (703)604-0903 The Navy announces its intention to conduct a full
and open competition to procure subsonic subscale aerial targets to
meet both the requirements for test and evaluation of weapons systems
as well as fleet training needs into the 21st century. This
announcement requests industry to express interest in providing targets
to meet these needs. The Navy plans to release a draft performance
specification for industry comment in early summer 1996 and plans to
conduct an industry conference in late summer 1996 prior to issuing a
formal solicitation in FY1997. It is anticipated that the initial
contract award will be made in early FY1998 for the modification and
qualification of NDI target systems. In general, the Navy will request
industry to provide a target system capable of being launched from
land, ship or aircraft that will simulate both aircraft and missile
threats. The system must be compatible with existing augmentation,
scoring, and range hardware. A navigation system capable of executing
multiple pre-programmed and in-flight programmed three-dimensional
random appearing maneuvers will be required. The acquisition will
include qualification and testing of candidate systems as well as
options for several years of production. Expressions of interest should
