Office of Aircraft Services has a requirement for a cost analysis
study to determine whether it is more economical to provide and
maintain government owned aircraft or to procure the same services from
commercial sources using government pilots. The Office of Aircraft
Services currently has a fleet of approximately 95 aircraft to be
included in the study. These aircraft are based at various locations
nationwide, including Alaska. The cost comparison analysis provided to
the government must be in accordance with the instructions of OMB
Circular A-76. The government must be in accordance with the
instructions of OBM Circular A-76. The government will provide a
detailed listing of government owned aircraft and equipment installed
on each aircraft, any necessary historical cost information as
available, and the required base of operations for each aircraft. All
responsible sources may submit a proposal which shall be considered.
