DEFENSE SMALL BUSINESS INNOVATION RESEARCH (SBIR) PROGRAM. Small
high-technology business firms with strong research and development
capabilities in science or technology are encouraged to submit
proposals to the Departments of the Army and Navy and to the Advanced
Research Projects Agency (ARPA) and U.S. Special Operations Command
(SOCOM) under the Defense Small Business Innovation Research (SBIR)
program. Proposals are limited to 25 pages under Phase I of this
three-phase program which is designed to promote innovative solutions
to the Department of Defense research and development requirements.
Solicitation Number 96.2 will be issued May 1, 1996. A wide variety of
topics are listed on which we seek proposed solutions. Proposals are
to be submitted to the addressees as set-forth in the solicitation, to
arrive no later than 2:00 P.M. local time, at the addressees activity,
July 5, 1996. The solicitation will be mailed automatically to all
firms registered with the Defense Technical Information Center (DTIC)
SBIR program office as of February 29, 1996. Firms not registered with
DTIC can obtain a copy of the solicitation from three sources: (1)
Beginning May 1, 1996 the solicitation book and/or floppy diskette are
available from DTIC by calling (800) DOD-SBIR, (2) Internet access to
the current DoD SBIR and STTR solicitations as well as the Phase I and
Phase II Award Abstracts publications is provided by DTIC. These files
may be accessed via gopher at Internet address: gopher.dtic.dla.mil on
port 70, or through file transfer at Internet address: asc.dtic.dla.mil
(login is ``anonymous'', password is: your E-Mail address), under the
/pub/sbir directory, or through the world wide web at Internet
address:http://www.dtic.dla.mil/dtic/sbir, (3) The DoD SBIR
solicitation can be obtained electronically using Business Gold, the
National Technology Transfer Center's bulletin board system. Connect
via Internet by telneting to iron.nttc. edu, or through the world wide
web at http://www.nttc.edu, or by dialing (304) 243-2560 for high
speed modems (9600+) or (304) 243-2561 for 1200-2400 baud modems and

SBIR Program is restricted to small business firms organized for
profit with 500 or fewer employees, including all affiliated firms. On
or shortly before April 1, 1996 and until May 1, 1996, the topics in
the 96.2 solicitation will be pre-released electronically, at the
locations listed above, along with topic authors or other technical
experts and their phone numbers. This pre-release will give small
companies an opportunity to ask technical questions about specific
solicitation topics by telephone before the solicitation opens. Once
the solicitation opens on May 1, telephone questions will no longer be
