The Air Force Flight Test Center (AFFTC) is soliciting sources for flight test support for the B-1B and B-52 flight test programs. Period of performance is FY96 through FY98. A task order type contract is anticipated. Applicable contractor screening criteria: The support contractor (SC) shall possess an in-depth knowledge of B-1B and B-52 offensive avionics, offensive avionics software, and B-1B (S/Ns 84-0049 and 85-0028) and B-52H (S/N 62-0050) instrumentation systems that fall under the purview of the 419th Flight Test Squadron. The SC shall have at its disposal the historical knowledge of past B-1B and B-52H aircraft offensive avionics hardware, software and instrumentation systems' performance to correlate and assess new capabilities with past performance and to take advantage of ''lessons learned''. The SC shall also possess the means of keeping abreast of newly developed hardware and software upgrades to these systems in order to fully understand integration and testing issues, and to guarantee the success of the support contract. This knowledge is essential in determining system interface requirements, performing risk analysis, trade-off studies, resource identification, and in planning and conducting meaningful support. The SC shall have intimate knowledge and experience in preparing B-1B and B-52H mission planning products, such as Operations and Outline Checklists (OOCL) and offensive avionics Data Transfer Unit Cartridges (DTUCs). The SC shall have knowledge and experience in the operation of the B-1B offensive avionics line in the Integrated Facility for Avionics System Test (IFAST) and shall have performed offensive avionics mission simulations in support of crew familiarization. The required B-1B and B-52H systems engineering/knowledge shall be maintained by and transferable from other existing government B-1B and B-52H flight test support contracts so as to minimize expenditures and maintain program schedules under this support contract. The SC shall already possess and/or control existing B-1B (S/N 84-0049 and 85-0028) and B-52H (S/N 62-0050) flight test support assets to minimize unnecessary cash outlays. These support assets shall include pre- and post-flight instrumentation data handling and processing capabilities, B-1B and B-52H aircraft simulation hardware and software for pre-tests, crew familiarization, anomaly investigations, and the hardware and software necessary to develop offensive avionics mission data software (DTUCs) and detailed crew procedures (OOCL). The support assets are required to be maintained and upgraded periodically to stay current with program requirements. Such maintenance and upgrades shall be primarily funded under other existing Government contracts to minimize cost impacts to the support contract. All sources interested in responding to this market survey are required to provide a capabilities statement addressing the above noted criteria.
