96-02 published on 23 Feb 96. Subject announcement is amended as
follows: 1-- Contractual POC: Sanae Yata, Contract Specialist, (505)

PL/PKLB, 2251 Maxwell Avenue SE, Kirtland AFB, NM 87117- 5773.
Proposals should be submitted to the preceding address. 2-- Amend the
paragraph concerning Use of Non-Government Advisers by adding the
following: The offerors shall identify in writing, prior to date for
receipt of proposal, any objection to review of any proprietary
information by the non- government advisers and include a detailed
statement of the basis for the objection. 3-- Any proposals shall
reference BAA No. 96-02 and a unique proposal number. 4-- Offerors are
advised that copies of the final report on any resultant contracts is
available, subject to national disclosure policy and regulation. 5--
Offerors shall not submit any of the technical/management or cost
proposal to the cognizant DCAA office until they are notified by the
contracting officer that their proposal was selected for award. 6-- The
research and test data produced under a resultant contract may contain
Militarily Critical Technology List (MCTL) information whose
distribution is restricted by the Export Control Act or the Export
Administration Act of 1979, as amended. In order to be considered
responsive, potential contractors must be currently certified and
registered by the Defense Logistics Support Agency, Federal Center, 74
North Washington, Battle Creek, MI 49016-3412 (1-800-352-3572). 7--
Delete the paragraph concerning Proprietary Information and When and
How to Submit in its entirety and replace the following: In order that
proposals are afforded proper handling, offerors must mark their
proposals with restrictive language in accordance with in FAR 15.509(b)
and should apply the restrictive notice contained in FAR 52. 215- 12
Restriction on Disclosure and Use of Data to trade secrets or
privileged commercial and financial information. 8-- Proposals for
efforts which comply with the use of a BAA as defined in FAR 35.016 and
comply with other requirements identified in this announcement will be
competitively evaluated in accordance with AFMCFARS 5335.016(92).
Specifically, any proposals received will be evaluated and classified
into one of the following three categories: (1) Category I -
Well-conceived, scientifically and technically sound proposals
pertinent to program goals and objectives, and offered by a responsible
contractor with the competent scientific and technical staff and
supporting resources needed to ensure satisfactory program results.
Proposals in Category I are recommended for acceptance and normally
will be displaced only by other Category I proposals. (2) Category II
- Scientifically or technically sound proposals that may require
further development and can be recommended for acceptance, but are at
a lower priority than Category I. Proposals in this category are not
always funded. (3) Category III - Proposals which are recommended for
rejection for the particular announcement under consideration. 9-- All
potential offerors should be aware that due to unanticipated budget
