Military Traffic Management Command, in support of the Transportation Coordinator Automated Command and Control Information Systems (TC ACCIS), is issuing a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This is Request For Proposals DAHC26-96-R-0003. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-35, 14 December 1995. Solicitation is 100% small business, SIC 7372 @ $14.5 million. DAHC26-96-R-0003 will result in a fixed price requirements contract with a base period from date of award through 30 Sep. 1996 and one 12 month optional period. All items shall be delivered within 60 days after date of contract award. Deliveries shall be made F.O.B. The FAR provisions at 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, apply to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers. (1) Only the products listed may be proposed; only one award for all items will be made; (2) Ability to provide in a timely manner, substantial quantities and quality product; (3) Price; (4) Past Performance: The offeror shall include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The offeror is advised that FAR provision 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Offers are due March 21, 1996, 3:00 PM EST. The proposal must be signed by an official authorized to bind your organization. Solicitation No. DAHC26-96-R-0003 offers may be submitted on letterhead stationery, and at a minimum, must show: (1) The solicitation number; (2) The time specified in the solicitation for the receipt of offers; (3) The name, address and telephone number of the offeror; (4) A technical description of the items being offered, in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary; (5) Terms of any warranty; (6) Price and any discount terms; (7) ``Remit To Address'', if different from mailing address; (8) A completed copy of the representation and certifications at FAR 52.212-3; (9) Acknowledgment of Solicitation Amendments, if any; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references, including contract numbers, points of contact with telephone numbers and other relevant information; and (11) Awards may be made without discussion; (12) Offerors must provide with their proposal, documentation from the manufacturing authorizing them as regular dealer for all CLIN items; (13) Acceptance will take place at final destination: (14) If the offer is not submitted on the SF-1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation; (15) In accordance with 52.212-3, a Procurement Integrity Certificate (41 U.S.C. 423) will apply, and shall be provided as part of the proposal. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration.
