In order that potential participants may learn of the interest in a
specific requirement, an advanced notice is published here. Langley
Research Center is hereby soliciting information for potential sources
to design, fabricate and deliver a millimeter wave Doppler radar
designed to detect small scale atmospheric structures in fog and rain
for the purpose of detecting and tracking aircraft wake vortices. The
following requirements might be adjusted to accommodate the use of
commercial products that would require minimal modification. In
general, performance beyond that described here is of interest in the
areas of versatility, resolution, and sensitivity. The 35 to 44GHz
coherent radar shall have a system noise temperature (including
antenna) of less than or equal to 1500K, and AGC and I&Q outputs. A
parabolic antenna system with an EL/AZ positioner is required. The
positioner shall be capable of a scan rate of 12/sec, with a faster
slew rate desired. A positioner step resolution of 0.1 is desired. The
required range resolution of 5m may be achieved by means of a short
pulse or pulse compression, and a switchable pulse-width is desired.
Crossrange resolution of 7.5m or better out to a range of 1km is
required. The radar minimum range shall be 250m, and a maximum range
capability of 3km is desired. Switchable PRF is required with
capability in the range from 24KHz to 50KHz required and additional
lower rates desired. The radar should be capable of a 0dB signal to
noise plus ground clutter ratio for -40dBz reflectivity within a range
cell at up to 1.5km range or further. The antenna is expected to be
used in the near field, and antenna performance is an important issue,
since ground clutter will be a major factor in system capability.
Therefore the suppression of spillover, feed leakage, and far-out
sidelobes is critical. Calibration, self-test, and diagnostic
capabilities for the radar system are of interest. The system should
provide a digital control/data system interface with outputs for
antenna position and radar setup parameters. A programmable,
user-friendly controller subsystem (with source code provided) is
desirable. The system will be portable and is expected to be operated
in fixed locations for extended periods in a variety of weather.
Vendors may respond with information on the RT unit, antenna, and
antenna positioner as a unit or separately. The availability of
commercial products that would require minimal modification and vendor
interest and capability for full-system versus subsystem delivery will
be factors in the final system design and sensor requirements. Firms
having the capabilities necessary to meet the above requirement are
invited to submit appropriate documentation, literature, brochures, and
references to demonstrate and support that they have the necessary
experience and resources to meet the above requirement. This synopsis
is for information and planning purposes and is not to be construed as
a commitment by the Government nor will the Government pay for
information solicited. Respondents will not be notified of the results
of the evaluation. Respondents deemed fully qualified will be
considered in any resulting solicitation for the requirement. Firms
responding should indicate whether they are a socially or economically
disadvantaged business firm, an 8(a) firm or a small business, and/or
woman-owned business. The Government reserves the right to consider a
small business or an 8(a) set-aside based on responses hereto.
