975-6330 The National Institute of Standards and Technology (NIST) has
a requirement for a contractor to provide materials technology
services development, and specimen preparation for families of thin
film, multi layer structures and mosaic crystalline substances. In
addition, the contractor shall characterize the materials produced, by
means of High-Resolution, Multi-Axis, X-ray Reflectrometry and
diffraction, and prepare research reports for publication, based on
these investigations. NIST is currently using an ion-beam sputtering,
and atomic milling facility, for this project, which was donated by The
National Institutes of Health (NIH). J. Pedulla & Associates has been
affiliated with the development and operation of this facility, since
it has been at NIST, and due to their strong background in materials
science, and experience in this field, they possess the unique
knowledge necessary to fulfill our requirements. It is therefore the
intent of the Government to negotiate with J. Pedulla and Associates,
in accordance with 41 U.S.C. 253 (c)(1), as the only responsible source
able to satisfy the requirement of this agency. The Government
anticipates an Indefinite Delivery, Indefinite Quantity type of
contract. An estimate of 1200 man hours per year, is required by the
contractor, to perform of this contract. The FOB Point shall be
Destination, Gaithersburg, Maryland. The period of performance shall be
date of contract award, through 12 months thereafter, with two (2),
one-year options to extend the term of the contract. See Numbered Note
