The Naval Surface Warfare Center Dahlgren Divsion, Coastal Systems Station is seeking potential sources for developing a combustor that could provide 750 watts of heat energy to a kinematic heat engine. This combustor must be capable of operating in a closed environment with no exposure to air. Specific technologies of interest are petroleum fuel (such as diesel) combined with compressed oxygen as the energy source for the combustor, though other technologies will be considered if applicable. The combustor must be capable of repeated starts and stops and provide the diver with some means of controlling heat output. Technologies that can only be actuated once and then burn to exhaustion are not suitable. Respondents should describe their approach to this combustor development, including their experience in this area. Knowledge of existing combustors in this size range is of special interest. But promising developmental approaches will be considered. Responses to this announcement should include detailed characteriscs and technical descriptions of combustor addition to information on historical usage. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
