for International Development (USAID) Mission to Jordan is soliciting
proposals for a performance-based contract to assist the Hashemite
Kingdom of Jordan to increase its foreign exchange earnings from
international visitors to its cultural and natural attractions (a
USAID/Jordan strategic objective). The RFP calls for the following
results: marketing to attract international visitors, community
participation in the benefits of culture/nature visitor industry
development, a policy and legal framework that expands, improves, and
sustains development in this sector, and monitoring and evaluation of
results. The policy support result will involve close collaboration
with the Ministry of Tourism and Antiquities and other ministries,
private sector associations and non-governmental organizations.
International marketing efforts will support and strengthen the Jordan
Tourism Board, a public/private marketing consortium. The five year
Project Agreement for the Cultural and Environmental Resources
Management Project is currently being renegotiated as a Strategic
Objective Agreement to include the above results. There are currently
no funds available for this Contract. Funds availability are dependent,
among other reasons, upon the successful renegotiation of the relevant
Government of Jordan and USAID Strategic Objective Agreement covering
the activities contemplated by the RFP (See FAR 52.232-18,
Availability of Funds). Participation of Gray Amendment entities is
encouraged to the fullest extent. USAID encourages the participation to
the maximum extent possible of U.S. Entities that are small, socially
and economically disadvantaged business concerns, including Women-Owned
concerns, Historically Black Colleges and Universities, Colleges and
Universities having a student body in which more than 40 percent of the
students are Hispanic American, and Private Voluntary Organizations
which are controlled by individuals who are socially and economically
disadvantaged in accordance with part 19 of the FAR and part 726 of the
AIDAR. A minimum of 10% of the total contract value must be
subcontracted to a Gray Amendment Entity(ies), unless the offeror
selected for award qualifies as a Gray Amendment Entity. This CBD
