Program -- A requirement exists for an aviation training program
designed to help the United States Air Force increase the number of
minority pilots in the Air Force by providing cost effective training
and orientation to aerospace operations. The contractor is to provide
all personnel, training, materials, travel and other items/services
necessary to support this training. The training program is designed to
support those Air Force Reserve Officer Training Cadets attending
Historically Black Colleges and Universities (HBCUs) and Minority
Institutions (MIs) throughout the United States and who have
successfully completed at least one academic year towards a four year
college degree. Any source responding to this synopsis must meet the
following criteria: The contractor must 1) be a degree granting and
fully accredited institution of higher education; 2) offer an
Airway/Aviation Science Program (ASP) that is certified by the Federal
Aviation Administration (FAA) and The University Association; 3)
possess an accredited ASP which leads to a Bachelor of Science degree
in either aircraft systems management (i.e. professional pilot) or
airway science/aviation management; 4) have a proven program which
shows an above average certification/graduation rate; and 5) have an
ASP which has been training professional pilots for at least five years
and which meets all aforementioned requirements. This proposed contract
is being considered as a 100% set-aside for Historical Black Colleges
and Universities and Minority Institutions (HBCUs/MIs) as defined by
the clause at 252.226-7000 of the Defense Federal Acquisition
Regulation Supplement. Interested HBCUs and MIs should provide the
contracting office as early as possible, but not later than 15 days
after publication of the CBD notice, evidence of their capability to
perform the proposed contract, and a positive statement of their
eligibility as an HBCU or MI. This synopsis is being published for
