N00039-96-R-0038(Q) POC Charles Nurse, 02-21, 703-602-0839. This effort
is for the qualification and production of approximately 500
Multifunctional Information Distribution System (MIDS) Fighter Data
Link (FDL) terminals for use in the Air Force F-15 fighter, spares,
logistic support and the performance of ancillary tasks. The United
States (US) Department of the Navy, Space and Naval Warfare Systems
Command (SPAWARSYSCOM), in support of the Program Executive Officer for
Space, Communications and Sensors (PEO-SCS), has issued Request for
Proposal (RFP) N00039-96-R-0038(Q). Proposals must be received by April
8, 1996. This is the same requirement that was previously synopsized in
the Commerce Business Daily on December 29, 1995. The MIDS FDL is an
advanced data link system that provides information distribution,
precise position location, and identification capabilities for military
applications. MIDS FDL provides these capabilities through the use of
a time division multiple access architecture, spread spectrum waveform,
and embedded cryptographic features. The MIDS FDL terminal must be: (a)
interoperable with the JTIDS Class 2/MIDS waveform, (b) compliant with
the TADIL-J message standard, and (c) compatible with the existing
F-15/JTIDS interfaces and fit within the F-15. The Government intends
to award multiple fixed price type contracts for a terminal
qualification effort spanning sixteen months, with a Government share
ceiling amount of $2M per contract. Near the end of the qualification
phase, contractors will be requested to provide firm fixed prices for
Government Purpose License Rights In Technical Data and Computer
Software, Pilot Production (50 units each), and associated Spares and
Contractor Logistic Support. Also not to exceed (NTE) option prices
will be requested for rate production (400-450 units). Potential
offerors must possess a SECRET facility clearance at time of award. The
Standard Industrial Classification (SIC) is 3663. For the necessary
additional information, the formal RFPs is available only by calling
the SPAWAR Contracts Bulletin Board System (BBS) (703) 602-9494, and
