Robbins, 617-377-7234. REQUEST FOR INFORMATION (RFI): Electronic
Systems Center Quality Initiatives (ESC/QI) office is seeking potential
sources for Quality Implementation at Hanscom AFB, MA. This information
is being requested to permit ESC to update its database and identify
sources in future ESC Quality Implementation efforts under the
Simplified Acquisition threshold. Consultants and/or contractors are
invited to provide corporate capability statements, and key person
resumes (if desired). Address your Quality Management Approach to any
or all of the following types of training: 1) Quality Function
Deployment (QFD) - Integrating Customer Requirements into Product
Design. 2) Statistical Process Control (SPC) - Tools for Continuous
Improvement 3) Self-Directed Teams - Activities that cover all aspects
of team development, including mutual goal setting, managing team
stagnation, developing team norms, resolving conflict, building trust,
solving problems. 4) Leadership/Management Training - Training should
include developing leadership skills, recognizing and addressing
skills for further development, identifying a leaders ability to take
risks and initiate change, encouraging creativity to enhance visioning
skill, building strategies for personal development and empowering
followers. 5) Coaching/Mentoring - Training should introduce mentoring
concepts and peer guidance techniques, develop skills to express
performance improvement goals clearly, improve listening skills, refine
managers skills in providing feedback. 6) Customer Service Workshops -
Training should enhance customer service at all organizational levels,
learn skills needed to provide excellent customer service, identify and
overcome stumbling blocks or problem areas. 7) Conflict Management -
Training should provide the student with tools necessary to react to
react to conflict appropriately, understand the source of conflict, be
able to prevent conflicts from developing and escalating, apply
successful conflict, resolution strategies. 8) Negotiation - Train
students to become confident and successful negotiators, train students
to use models for negotiating: planning, climate setting, issue
identification, bargaining, settlement and review. 9) Empowerment -
Training should leave the student with a true understanding of what
empowerment is, develop employees into leaders who will help
organizations achieve results, improve employees attitudes and
empowerment skills. 10) Diversity Training - Provide
employees/supervisors with insight into workforce diversity, cultural
differences and their impact on behavior. 11) ISO 9000 - ISO 9000
series of standards applies to quality management systems for
development and manufacturing and defines the minimum process
requirements that must be met to assure customers a good product. 12)
Theory of Constraints (TOC) Management - Participants must understand
cause relationships with a system and be able to develop and validate
solutions for improving their system relative to its purpose. Focuses
on effective implementation of solutions once analysis is complete. 13)
Design of Experiments (DOE) - Course must cover basic statistics and
statistical process control and how to apply them to processes in an
experimental chart. Students must learn how to plan, conduct, analyze
and interpret controlled tests to evaluate factors in process analysis
and problem solving. 14) Business Process Engineering (BPE) - Course
must prepare students to use a reengineering approach to make radical
change or redesign of business processes to achieve breakthrough
results. 15) Technology Transfer - Generic - (Anything on the subject)
Proprietary data should be clearly marked as such. In addition to the
above information, all respondents should indicate if they are a large
or small business concern, name of point of contact, address, phone
number and FAX number. This information is requested for receipt within
30 days of the publication date of this notice. This Request For
