REQUEST FOR INFORMATION TO DETERMINE NEAR OR FAR-TERM SOLUTIONS OF WARHEAD/WEAPON CONCEPTS FOR THE DEFEAT AND NEUTRALIZATION OF CHEMICAL AND BIOLOGICAL TARGETS Contact, Mr. Mike Martinez/(505)846-9575; Contracting Officer, Major Ronald Unruh/(505)846-6879. Headquarters Air Combat Command (HQ ACC), is interested in warhead/weapon concepts for the defeat and neutralization of chemical and biological targets. This announcement is a request for information to determine near or far-term solutions, outside of the Departments of Defense and Energy programs. This notice is not a request for competitive proposals, it is a request for information only and will not result in an immediate government contract. The Agent Defeat Weapon Study (ADW) is currently in Phase O, ``Concept Exploration and Definition'' to explore material alternatives to satisfy the mission need. The objectives of the ADW Phase O effort are to evaluate the following concepts: (1) a means to defeat or neutralize biological and chemical agents, and (2) a means to deny access or freedom of use of biological and chemical warheads. All concepts shall keep collateral damage to a minimum and be delivered with current Air Force platforms. Interested parties are invited to an Orientation with Industry hosted by SA-ALC/NWIE at Kirtland AFB, NM on 14 March 1996 at 08:00. The Air Force will provide specific target sets and scenarios, measures of effectiveness (MOEs) and sufficient supporting information to guide concept formulation and submission. The orientation security classification is Secret NOFORN. It will be held in building 20130 in the HQ/AFOTEC Command Presentation Center. Interested parties must submit a visitors request, no later than 11 Mar 1996, to SA-ALC/NWI, Major Stan Hanft, 1651 First Street SE, KAFB, NM 87117-5617, (FAX (505) 846-4618). The visitors request must include the full name, Social Security Number, and security clearance level for each attendee. A maximum of four (4) attendees per corporation is allowed. In addition, those attendees desiring to retain copies of pertinent briefing charts or notes will be required to provide a large self-addressed manila envelope. The ``mail to'' address must be capable of receiving classified mail. Subsequent to the Orientation with Industry, interested parties are invited to send a preliminary concept description for each proposed concept to SA-ALC/NWI, Mr. Mike Martinez, 1651 First Street SE, KAFB, NM 87117-5617, (FAX (505)846-4618). This concept description is not constraining on the final proposed solution and is intended only to give the Air Force an understanding of the range of possible solutions. The concept description should not exceed five pages long. The description should include the following: a) Kill mechanism, i.e., radiation, shock, heat, oxidation, etc.. b) Proposed delivery method, i.e., gravity bomb, unmanned air vehicle, air launched cruise missile, c) Estimated weight, volume and shape of packaged concept, d) Technological issues to be resolved, e) Picture graphics (depicting concept), f) Benefits (military utility of concept), g) A list of references that contain technical information about the concept. Interested parties should submit their concept proposals no later than 12 April 1996. On 8-9 May 1996, the ADW Executive Working Group (EWG) will host Industry Days at Eglin AFB, FL. Only those concept providers having a concept we are interested in will be invited to formally present their proposed concept(s). Letters of invitation will be issued by the contracting officer. The ADW EWG will review all submitted concepts to substantiate any undemonstrated capability claims either through clarification from the concept provider or analysis by an independent government group with the relevant expertise. This is not a source selection effort. If after completion of the concept exploration, the Government chooses to enter into Phase I acquisition, ``Program Demonstration/Validation Phase,'' then proposals will be solicited on a full and open basis.
