PROGRAM Sources Sought PPP Re-Engineering, Due 030396, point of contact

solicitation. The Military Traffic Management Command is seeking
sources to provide all personnel, equipment, and materials to conduct
an analysis of the Department of Defense's (DoD) Personal Property
Program. This will entail the collection and evaluation of data on the
current DoD Personal Property Program and a pilot program which will
test a re-engineered approach to the movement of personal property for
the DoD. Recipient and their subcontractors and affiliates of any
subsequent award action will be ineligible to compete on any
requirements resulting from the final product of this action. This
requirement includes collecting and evaluating data on personal
property transportation functions, such as on time pickups, on time
deliveries, claims information, member satisfaction of the services and
overall movement of their property, and related traffic management
reports. Further, the contractor will be required to evaluate the
impact on small businesses participating in the movement of DoD
personal property, assess personal property transportation costs and
determine if the personal property pilot program is economically
justified, achieves a higher level of service and lower claims
frequency than the current personal property program. Approximately
twenty percent (20%) of the existing personal property program will be
tested which equates to an estimated one hundred ninety-five thousand
(195,000) personal property shipments moving over the course of
eighteen (18) months. A pre-payment audit and certification of
designated personal property bills/invoices will be required on the
existing personal property programs well as the follow-on personal
property pilot program. Statistical sampling of the shipments must
identify the bills/invoices requiring pre-payment audit to ensure a
ninety-five percent (95%) accuracy rate. Prior to the pilot beginning,
the contractor will be required to establish a baseline of the
existing personal property program's performance by collecting data and
evaluating the information for comparison purposes between the existing
personal property program and the pilot program. This base lining will
be for a period of six months and will consist of approximately 65,000
shipments. A statistical random sampling of these shipments must be
performed to ensure ninety-five percent (95%) accuracy. Payment and
cost data will also be collected during the base lining for comparison
with the pilot program. Potential sources are invited to respond with
the following information: 1. Evidence of progressive and responsible
experience in investigative pre-payment auditing of personal property
bills/invoices, together with program performance
evaluation/measurement, i.e., government, corporate and individual
customers: a. Discuss the experience of key personnel, number of years
experience in investigative pre-payment auditing of personal property
bills/invoices, rate of recovery experience, ability to conduct
electronic commerce and experience in evaluation of performance and
costing data. b. Describe present work force and ability to provide
adequately trained personnel to perform this requirement. c. Explain
capability to expand operations to efficiently respond to the peak
summer moving season. 2. Evidence of sufficient financial capacity,
working capital and other technical and management resources to perform
this requirement without assistance from the government. 3. Describe
your capability to provide required data electronically to the
government. 4. Explain in detail how data will be captured, manipulated
and provided to the government in various formats for management
information reports. Interested small business concerns should provide
all the information requested above and a positive statement of
eligibility as a small business concern. All responses should reference
this notice and should be received within thirty (30) working days from
the date of this announcement. The standard industrial classification
(SIC) code is 8742 and the small business size standard is five (5.0)
million dollars annual gross revenue for the last three fiscal years.
