Johnson (513) 366-2040. The U.S. Environmental Protection Agency (EPA)
is seeking offers for two CPFF level of effort term contracts to
obtain from published scientific literature a detailed and
comprehensive database regarding the toxicity, occurrence and
environmental fate of organic and inorganic chemicals, microbial
contaminants, and radionuclides encountered in drinking water, ambient
water, sediment, fish, wildlife and sludge. In performance of this
contract, the Contractor shall be required to perform all writing and
related functions necessary to produce the final draft criteria
documents, external review draft health advisories or other technical
guidance documents for the identified contaminants. The contractor
shall consult pertinent publications and retrieve relevant information
to be used throughout the development of each document. In the
literature evaluation, primary emphasis should be placed upon the
adequacy of results, and relevance to the assessment of toxicological
effects from exposure to the contaminant in question. Health and
environmental effects and risk assessments should be based on
interpretation of the results of animal, clinical and epidemiological
studies, aquatic life toxicology test, residue analysis test, including
cancer risk estimates. Additionally, the Contractor shall be available
on a fast response basis to provide technical information and advice
concerning a ``problem'' contaminant. The contractor shall furnish
facilities, materials, and the necessary professional, technical and
supporting personnel for performance of the work required by these
contracts. This proposed contract shall involve access to TSCA and
FIFRA Confidential Business Information (CBI) and shall require
compliance with the security requirements of FIFRA and the OPP
Confidential Business Information Security Manual. The period of
performance is estimated to be a 12 month base period plus two 12 month
options. The Agency anticipates that two RFPs and two separate
contracts will result from the program requirements. One contract in
the amount of 30% of the total effort has been set-aside to be
competitively awarded to small business. The remainder of the level of
effort 70% will be subject to unrestricted competition. For the small
business set-aside procurement, the request number is RFP C600257T1.
The base level of effort for the small business procurement, will be
6,718 direct labor hours with two option periods to increase the LOE at
100% of the base. Each term contains quantity options to increase the
level of effort by approximately 45-50% of the base requirement. For
the unrestricted procurement, RFP C600103T1, the base level of effort
will be 16,995 direct labor hours with two option periods to increase
the LOE at 100% of the base. each term contains quantity options to
increase the level of effort by approximately 45-50% of the base
requirement. These are follow-on contracts for #68-C3-0332 &
