Officer. The Weapons Branch of Wright Laboratory's Armament Directorate
is contemplating the award of a 36-month program to develop and
demonstrate technology for dense metal case penetrating warhead (DMCPW)
that are compatible with PAVE WAY III and JDAM guidance kits. Refer to
the following CBD announcement for details: Unclassified Synopsis No.
MNK 96-012 published 17 January 1996. Research and Development
Streamlined Contracting Procedures (RDSCP) apply to this acquisition in
accordance with DFARS 235.70. A standard request for proposal (RFP)
will not be issued and award without discussions is contemplated. The
Basic contract is 28 months and consists of the following: (1) A
technology application investigation will be accomplished to define
technologies comprising the most promising dense metal case concepts.
Metallurgical assessments will be accomplished to identify the tungsten
alloys with the best toughness and strength. Design and fabrication
issues will be studied for weapon applications, (2) The preliminary
design of selected PAVE WAY III demonstration weapon configuration
concepts will be accomplished. Materials testing and alloy optimization
efforts will be completed. Component and subsystem performance
requirements will be established, and (3) the dense metal components
and subsystems will be designed and developed in accordance with the
preliminary design. Subscale testing will be conducted to evaluate
performance and fabrication techniques. Full scaled dynamic tests will
be conducted on the Eglin sled track and performance assessed. The
program also includes an eight-month option to integrate dense metal
components and subsystems into PAVE WAY III flight demonstration
hardware. A cost plus fixed fee contract valued at approximately $4.9M
is envisioned for this requirement. Foreign sources are excluded from
this effort. All respondents shall include their assigned Commercial
and Government Entity Code. Potential offerors will be required to be
export control certified in accordance with DOD 5230.25 prior to
receiving the supplemental package. Certification may be obtained
through the Defense Logistics Services Center (DLSC), Battle Creek MI
49016-3412, telephone number 800-353-3572. This program will include
and generate classified SECRET information. Therefore, all potential
offerors must have approved facilities for handling and storage of
classified material, and include their appropriate classified mailing
address in their bidder's letter to receive the classified annex to
this solicitation. The solicitation is scheduled for release on or
about 21 March 1996 and will appear in a subsequent edition of the
Commerce Business Daily. Proposals will be due 30 days after issuance
of solicitation. It is anticipated that award will occur in July 1996.

Sought synopsis should submit capability and background particulars in
accordance with Numbered Note 25, Commercial and Government Entity
Code, complete mailing address and classified mailing address for
mailing of the supplemental package to this solicitation, and a copy of

Firms who responded to the Sources Sought Synopsis and submitted the
capability and background particulars, may fax the other requested

synopsis must be received within 15 days from date of publication.
Firms responding to this synopsis should state whether they are or are
not a small business concern as defined by SIC Code 8731 (500 people).
The Air Force reserves the right to consider a small business set-aside
based on responses hereto. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
