14 -- FY96-FY99 SUBSONIC AERIAL TARGET LIMITED COMPETITION SOL N00019-96-R-0029 DUE 041096 POC Contact, LCDR Gary Broadwell, Phone (703)604-0903 The Naval Air Systems Command intends to conduct a limited Non-Developmental Item (NDI) competition and award a firm-fixed price (FFP) base contract with three FFP options to either Northrop-Grumman Corporation or Teledyne Ryan Aeronautical Corporation to meet the FY96-FY99 requirements for the subsonic aerial target as defined by the Northrop-Grumman BQM-74E or the Teledyne Ryan Aeronautical BQM-34S. The Government plans to release the solicitation on or about 26 March 1996 with proposals due 15 days later. A variable award quantity of 80 to 120 aerial targets is planned for FY96 and FY97 and a variable award quantity of 90 to 180 aerial targets is planned for FY98 and FY99. Additional requirements under this contract include but are not limited to various mission essential installation kits and a limited amount of technical and administrative data. Planned provisioned items under this procurement include but are not limited to: spare parts, repair parts, support equipment, integrated logistics support, technical manuals, training, and contractor engineering/technical support services. Northrop-Grumman and Teledyne Ryan Aeronautical are the only two qualified sources for the NDI requirements of this procurement since the BQM-74E and the BQM-34S are the only aerial targets which are qualified for air, surface, or ship launch from existing Navy ranges.
