Officer, (904) 882-4785, ext 3182. The JASSM is a potential Air Force
and Navy acquisition program envisioned to provide warfighters a
low-cost precision strike standoff weapon system that will destroy the
enemies' war-sustaining capabilities with a launch standoff range
outside the range of the enemy area defenses. ASC/YV intends to award
two contracts for the Joint Air-To-Surface Standoff Missile (JASSM) for
the initial phase, Program Definition and Risk Reduction (PDRR), with
a period of performance of two years. However, the Government reserves
the right to make one or no award at all. Additionally, there is a
significant opportunity for a cooperative development effort with the
United Kingdom's (UK) Conventionally Armed Stand-Off Missile (CASOM)
program. In the event the US Government enters into an International
Agreement with the UK, certain award restrictions may apply as follows.
The Government reserves the right to make an award under this
solicitation either on a single sole source basis to the CASOM
contractor selected by the UK or to the selected CASOM contractor as a
directed source (regardless of the relative ranking) for one of the
two PDRR contracts. There will be an option for Downselect to one
contractor at the end of the PDRR period for performance of the
Engineering and Manufacturing Development (EMD). The Government
contemplates award of the JASSM EMD option to one contractor, however,
the Government reserves the right to exercise options with both PDRR
prime contractors or to make no option award at all. Additionally, in
the event the United States Government enters into an International
Agreement with the UK CASOM program, the Government reserves the right
to award the EMD option sole source to the UK CASOM selected
contractor, regardless of contractor's relative ranking. At the Call
for Improvement before the Downselect period, the contractors will
update their EMD prices and provide prices for Lots 1 and 2. The PDRR
phase will demonstrate end to end performance of the system concept.
During this period, performance will be at the contractor developed
System Performance Specification (SPS) requirements level without
violation of any key/critical performance parameters. This phase will
demonstrate that both the system design and the critical manufacturing
processes are sufficiently low risk to enter EMD. It will demonstrate
the ability to deliver an affordable, producible and supportable
system at or under the average unit procurement price (AUPP) threshold
requirement. The offerors will define the EMD period of performance.
This phase will include demonstration through test and/or analysis that
the contractor meets all requirements as stated in the System
Performance Specification and the ability to deliver an affordable,
producible and supportable system at or under the AUPP threshold
requirement. The EMD phase will produce a production representative
system for operational test and evaluation, including combined
Contractor-conducted Developmental Testing/Operational Testing (CDT/OT)
on the F-16C/D and B-52H aircraft and will produce production proveout
units to demonstrate all production processes and to support a
required assets availability date of late 3rd quarter FY01. Finally,
the phase will demonstrate military utility (operational effectiveness
and suitability) through a successful combined Contractor-conducted
Developmental Testing/Operational Testing (CDT/OT) and dedicated
Initial Operational Test and Evaluation program that supports a low
rate initial production decision in early 2nd quarter FY00 and a full
rate production decision in early 3rd quarter FY01. The weapon system
will meet the key/critical performance parameters of standoff range,
mission/cost effectiveness, missile mission effectiveness, AUPP,
integration and employment with the B-52H and F-16C/D (Block 50)
aircraft, autonomy, mission planning, and weight and length as
specified in the Operational Requirements Document/System Requirements
Document (ORD/SRD). The Government will evaluate the offerors'
approaches for implementing or justification for trading such other
ORD/SRD requirements as aircraft compatibility and employment on all
ORD aircraft, time on target, adverse weather, carrier operability,
built-in-test, and useful service life. The Government will also
evaluate the offerors' approaches for any other proposed
threshold/objective requirements, including options for other Navy
unique requirements. Potential offerors should submit responses to this
synopsis to the Contracts Office, ASC/YVK, 102 West D Avenue, Suite
l68, Eglin AFB FL 32542-6808, in accordance with Note 25. As stated in
the Sources Sought Synopsis dated 27 July l995, ASC/YVK will issue
solicitations to those prospective sources that, in the sole judgment
of the purchasing activity, have a potential to successfully fulfill
this requirement as determined by their statements of capability.
Closing date for particulars is l5 days from the publication date of
this synopsis. FIRMS THAT RESPONDED TO THE SOURCES SOUGHT SYNOPSIS NEED
NOT RESPOND TO THIS SYNOPSIS. This effort requires contractor personnel
have clearance for access to TOP SECRET Special Compartmentalized
Information (SCI) clearance, verification of NOFORN. Potential
contractors have to possess the required certification and registration
for STINFO export control by Defense Logistics Services Center (DLSC),
Battle Creek MI 49016-3412, telephone number 800-382-3572, to receive
the RFP. This certification is above and beyond the requirements for
a security clearance. Potential offerors may obtain the certification
by submitting a DD Form 2345 to DLSC. Firms should include STINFO
certification status in their response to this synopsis. ASC/YVK
anticipates issuing the Request for Proposal (RFP) for the PDRR phase
on 1 Apr 96. This synopsis is for information and planning purposes
only, does not constitute a solicitation for bids or proposals, and is
not construed as a commitment by the Government. ASC/YV will not
accept collect calls nor telephone request for the solicitation. Please
state the Firm's size (large, small SDB) in your capability package.
The Air Force has established an Ombudsman for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to the use of the Ombudsman. ASC/YV invites
