(202) 376-7271 The Federal Aviation Administration intends to issue the
request for proposal (RFP) for the production of the Standard Terminal
Automation Replacement System (STARS) to the three product teams that
successfully passed Operational Capabilities Demonstrations (OCD) and
are scheduled for award of the three sole source Product Verification
Test (PVT) contracts. The three teams are lead by Boeing Defense and
Space Group, Raytheon Company Equipment Division, and Loral Federal
Systems Air Traffic Control. The STARS RFP will be released on March 1,
and award of the production contract is projected for the fall 96. The
contract will include a base period plus three option periods. The
STARS RFP will be issued in concurrence with the award of the three
sole source PVT/ISC development contracts, identified in the CBD
announcement dated January 30, 1996. It is no longer practicable to
accept minimum qualification submissions from industry or to conduct
operational capabilities demonstrations with industry. Award of the
STARS production contract will be made based upon the success of the
offerors' Product Verification Test and the evaluation of written
proposals received in response to this RFP. Those small businesses

April 1, 1996, this acquisition will be conducted in accordance with
Public Law No. 104-50 with all the statutory exemptions identified
therein. This acquisition will also be conducted under the FAA's
statutory authority 49 U.S.C. 40110 (b)(2)(E) which limits competition.
This RFP is being issued under our current DPA KMA-95-0200. An
amendment to this DPA is being sought to include increased DoD
quantities. Upon receipt an amended CBD announcement will be issued.
