of Engineers Intends to Negotiate A Sole Source Contract with
Dynatest, P.O. Box 71, Ojai, California 93024, for the purchase of
Forty-Two (42) Soil Stress Cells for the purpose of measuring sub-grade
soil stress during pavement and sub-grade testing. The soil pressure
transducers or cells will be used in a pavement layer investigation
where different layer compositions and soil types will be used to test
pavement performance under various environmental and loading
conditions. The cells will be embedded in the different layers during
construction. The cells will be used to measure dynamic load induced
stresses as well as earth load induced stresses in cohesionless and
cohesive soils such as sands, silts and clays. General Cell
Requirements: The cells will be of titanium construction. The diameter
to thickness ratio of the overall cell must be more than 5:1. The
overall diameter shall not be less than 50 mm and not more than 75 mm.
The sensing area on the cell face shall not be less than 75% of the
total cell face area. The transducer must be able to resist galvanic
and mechanical deterioration. The full scale output shall be suitable
for recording with computer data acquisition equipment. The signal
cables must be potted to the cell in such a way that it will eliminate
water entry. The whole soil pressure transducer must work when
submersible a depth of 10 m water. The gages must be provided with a
minimum of 10 meters of Teflon coated and electrically shielded cable
for long term embedment in road pavement layers. Four (4) wire strain
gauge sensor with a range of 0 to 28 psi. Temperature corrected output
over the range of -15 to 100 degrees C. The internal pressure
transducer must be a full wheatstone bridge configuration which is
temperature compensated for use in the range of -15 to 150 degrees
centigrade. For a cell to comply with the requirements for this
investigation it must meet the following measurement characteristics.
The cells output should be stable for 5 hours under the constant
embedment pressure of the soil calibration test within 1.0% of its full
scale range. The range of output with a change over the operating
temperature range specified, shall not exceed plus/minus 1.0% of full
scale as measured in the fluid calibration test. The non-linearity
shall not exceed 1.0% of full scale under the first and last loading
and unloading cycle of both the fluid and soil calibration tests. The
hysteresis shall not exceed 1.0% of full scale under the first and last
loading and unloading cycle of both the fluid and soil calibration
tests. The repeatability of the transducer shall be within 1.0% of full
scale while comparing each reading of the first and last load cycle of
the fluid. These items must be delivered to the U.S. Army Cold Regions
Research and Engineering Laboratory, Hanover, New Hampshire, 180
calendar days from award. Interested parties having the capability to
furnish the above described items should submit their product and price
information which shall be considered by the agency. All responses must
contain sufficient technical and pricing information to enable
evaluation of the capability of the product to meet the requirements of
the agency. This notice of intent is not a request for competitive
proposals. No solicitation document exists and no award will be made on
the basis of any response to this advertisement. Interested parties may

Purchase Division, 424 Trapelo Road, Waltham, MA 02254-9149. All
responses from responsible sources which are received within 15 days of
the date of the publication of this synopsis will be fully considered.
As a result of analyzing responses to this synopsis of intent, the
Contracting Officer may determine that a solicitation will be issued.
If a solicitation will be issued no additional synopsis will be
published. Any such solicitation will be issued to the intended vendor
and firms that respond to this synopsis of intent or otherwise request
