TRAINING SYSTEM (GBTS) SOL RFP630-96-GBTS-01 DUE 030896. Contact, Mark
Hitchcock, 316/676-4949. Raytheon Aircraft Company (RAC), prime
contractor for USAF/AFMC contract F33657-94-C-0006, will be soliciting
proposals for the GBTS component of the JPATS. The successful offeror
will be an organization which submits one GBTS subcontract proposal
for the entire GBTS effort (i.e. Aircrew Training Devices, Courseware,
Training Integration Management System, and Logistics Support)
inasmuch as RAC will let only one GBTS subcontract, for the entire GBTS
effort, that provides best value to RAC and the Government. All
proposal costs will be borne by each offeror. Companies interested in
participating in this competition as a principal offeror shall submit
the following information from which RAC will establish a final GBTS
source list. The candidates, which are deemed by RAC to have the
requisite experience and capability will receive the draft request for
proposal (DRFP) and the preliminary Beech MkII aircraft data package.
Interested potential offerors shall submit the following information,
not to exceed 25 pages, single spaced, 12 pitch, excluding cover
pages: (a) Provide a list of subcontractors, if any, expected to be
teammates indicating those companies with which an existing firm
teaming agreement exists, effort to be performed by each teammate, and
the percent of total GBTS effort to be performed by each teammate. (b)
Provide information on the capability and capacity of your company, and
subcontractors, to accomplish the JPATS GBTS as currently described in
the JPATS GBTS library and on the PIXS Bulletin Board. (c) Provide
your company's experience in designing, developing and fielding an
Aircrew Training System (ATS) that contains the following GBTS
components: Flight Training Devices, Courseware, Training Management
System and Logistics Support. Include cost and schedule performance on
previous applicable programs. (d) Provide information on the maturity
of proposed GBTS components. (e) Provide your proposed GBTS solution
methodology/approach, i.e., all new design, upgraded fielded system,
modification of existing equipment, etc. (f) Provide a description of
your management team to include specific applicable experience,
education and track record to include the current status, i.e. current
employee or expected new hire. Include role and status of proposal
writers with respect to subsequent management and technical program
execution. (g) Provide locations for major work efforts for your
company and major subcontractors. (h) Provide anticipated percentage of
US content of the entire GBTS. (i) Provide a brief synopsis of the
overall ``health'' of your company (include major subcontractors) to
include financial, personnel, capital equipment and infrastructure. RAC
will screen potential offeror responses to these requirements to
establish a final GBTS source list of firms. Qualified potential
offerors shall execute a non-disclosure agreement furnished by RAC
prior to receiving copies of the GBTS Draft RFP and Beech MkII data
package. RAC reserves the right to eliminate any offeror at any time
during the source selection process. Raytheon Company, all
subsidiaries, divisions and business segments are prohibited from
competing at any level or tier for the GBTS subcontract. Participation
by small, small disadvantaged and women owned businesses is
encouraged. Potential offerors not selected for the GBTS source list
will be notified in writing. Requested information shall be forwarded
