Z -- MODIFICATIONS TO THE HVAC AND ENERGY MANAGEMENT AND CONTROLS SYSTEM (EMCS) FOR VARIOUS LOCATIONS Sol. RFO 13-SSC-96-0-4. Due 031296. Contact Point, Elaine J. NASA/SSC intends to issue a Request for Offer (RFO) for the Modification of the HVAC and Energy Management and Controls System (EMC) for various locations. The work to be performed under this project consists of providing the labor, equipment, and materials to make the modifications to the HVAC and Energy Management and Controls System (EMCS) for Building 2105, Building 312 and Building 2040. The work shall be in accordance with the drawing No. 96NREZ DOCS 1 through 15 and Specification 2000GE15. The Specification and Drawings will be mailed under separate cover to those firms requesting copies. This solicitation will be released via the NASA Acquisition Internet Service (NAIS). All potential offerors will be responsible for downloading their own copy of the solicitation with hardcopies being made available on request, but the closing date will be the same as that required for the NAIS released solicitation. It shall be the responsibility of each offeror to monitor NAIS for solicitation releases as the solicitation will be relased as soon as practicable whether prior or subsequent to February 22, 1996. This procurement is 100% set-aside for Small Business Concerns. Transmission of requests by internet E-mail to elaine.powell@ssc.nasa.gov or by facsimile at 601-688-1141 are acceptable. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish ther authority of the contracting officer, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombusman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.
