The work to be performed under this project involves the
rehabilitation of an existing building (approximately 84,000 SF) and
the construction of two new buildings (approximately 38,800 GSF). The
existing building will be rehabilitated to provide administration,
medical and dental, education, food service, and physical fitness. The
existing building is a post and beam structure with concrete slab
floors. Exterior modifications will be minimal. The new buildings will
be a dormitory and a maintenance/warehouse. The dormitory will be a
two story masonry bearing structure. The maintenance/warehouse building
will be a pre-engineered metal building. The work will also include
asbestos abatement, miscellaneous site improvements in the form of
general landscaping, roads, parking, installation of all utility lines
and site/security lighting at the Memphis Job Corps Center located in
Memphis, Tennessee. Duration of construction from Notice to Proceed to
Substantial Completion is 54 weeks. The estimated construction cost
range is between $5,000,000 to $10,000,000. Plans and specification
will be available on March 19, 1996, ONLY from the office of the
Architect/Engineer, Nathan Evans Taylor Coleman Foster, Architects, 265

calls will not be accepted. It is emphasized that requests for plans
and specifications shall be directed to the A/E firm listed above to
ensure proper handling of requests. All requests must be in writing and
a $100 bid deposit is required which is refundable when plans and
specfications are returned in good condition. The bid deposit must be
in the form of Certified Check, Cashier's Check or money order and made
payable to the U.S. Department of Labor, and submitted to Nathan Evans
Taylor Coleman, Architects at the time of request. All requests will
be answered on a first-come, first-serve basis until supplies are
exhausted. For requests made after the supply is exhausted, the
Contracting Officer may determine whether payment of a fee is
warranted. The non-refundable fee shall not exceed the actual cost of
duplication of the IFB documents, plus COD charges. A Pre-bid walk-thru
is scheduled for April 11, 1996, at 9:30 a.m. local time. Bid opening
date is scheduled for May 1, 1996, at 2:00 p.m. local time. This is a
100% Small Business Set-Aside. The SIC code is 1542. The size standard
