The CBU-97A/B, Sensor Fuzed Weapon, (NSN 1325-01-342-8801) is a 1000-pound class, unpowered, unguided, gravity-drop wide area munition. The SFW consists of a SUU-66/B Tactical Munitions Dispenser, which houses ten BLU-108/B submunitions. Each submunition contains four projectiles, an orientation and stablization system, a radar altimeter, and a rocket motor. Each projectile contains an explosively-formed penetrator warhead and a all-up-round in the CNU-411A/E container. This solicitation will consist of the procurement of five CBU-97(T-1)/B SEEK EAGLE units, with an option for ten additional units, and associated containers, with delivery 12 months after contract award. SEEK EAGLE units are semi-inert munitions which simulate all the mass properties of a tactical SFW and duplicate weapon functioning from aircraft release to submunition ejection and parachute deployment. An engineering data package is not available. This effort requires contractor personnel be cleared for access to SECRET NOFORN. Potential contractors have to be certified and registered for STINFO export control by the Defense Logistics Services Center (DLSC), Battle Creek MI 49016-3412, telephone 800-352-3572, in order to receive any resultant RFP. This certification is above and beyond the requirements for a security clearance, and may be obtained by submitting a DD Form 2345 to DLSC. It is anticipated that only one source, Textron Defense Systems Division, Wilmington MA, developer of the SFW, can satisfy the Government's minimum needs for this unique weapon system. This contractual action is expected to be executed using ''Other Than Full and Open Competiton'' procedures pursuant to FAR 6.302-1(a)(2)(ii). See Number Note 22. The RFP is anticipated to be released within 30 days of the date of this synopsis. No collect calls or telephone requests for this solicitiation will be accepted. An Ombudsman has been established for this acquisition.
