The U.S. Small Business Administration (SBA) intends to issue a solicitation, on or about 03/07/96 to negotiate and award a contract for an independent public accounting firm to provide necessary advisory and audit services to enable the SBA to fulfill the requirement for a financial statements audit in accordance with the CFO Act of 1990. Advisory service pertain to: (1) the application of Generally Accepted Accounting Principles (GAAP); (2) the auditability of SBA's books and records; and (3) special supplemental analysis of financial and compliance issues for the Office of Inspector General's use in transmitting the audited SBA Financial Statements to the Administrator, Office of Management Budget, Congress and other users. Audit services pertain to a possible audit of all or portions of each funds's financial statements for the Fiscal Year ending September 30, 1996, with options to audit each of the four subsequent Fiscal Years through September 30, 2000; and possible audit of SBA's and program participants' compliance with laws and regulations.
