66 -- INSTRUMENTS AND LABORATORY EQUIPMENT SOL N00014-96-R-WJ04 POC Jamie Whitt, Contract Specialist, Code 3240.WJ, F. Janilea Bays, Contracting Officer (202) 767-1182. The Naval Research Laboratory (NRL) has a requirement for: (1) a Submillimeter (SMM) Transceiver with data acquisition and processing software and equipment, (2) two Low Observable (LO) Pylons, (3) Anechoic Sheets, and, (4) an Off-Axis-Parabolic (OAP) Mirror. Anticipated required characteristics of the equipment include the following: (1) SMM Transceiver: 20 GHz bandwidth transmitter and receiver designed to measure co-polarization and cross-polarization returns in the SMM region at 693 GHz. The transceiver must include all data acquisition and diagnostic systems (hardware and software) needed to provide a turn-key, high-range resolution (HRR), Radar Cross-Section (RCS) measurement system capable of sustaining continuous RCS measurement and generating calibrated Inverse Synthetic Aperture Radar (ISAR) and HRR imagery, (2) LO Pylons: must be comprised of two low RCS (at 693 GHz) stages, one for supporting model target and the other for calibration object. The target stage will be required to have three degree-of-motion -- for aspect rotation, elevation tilt and translation. The calibration object stage will be required to have one degree-of-motion -- for translation. All degree-of-motions of both stages must be capable of being motorized and automated under the control of data acquisition software, (3) Anechoic Sheets: approximately 2,400 sq. ft. of pliable anechoic material optimized for 693 GHz. Must demonstrate a monostatic attenuation of 60 dB or greater at the required frequency, (4) OAP Mirror: An approximate 3 x 1.5 meter off-axis-parabolic section, with support structure, to be used at 693 GHz in a SMM compact range, with an approximate focal length of 8.2 meters and an off-axis angle of 19.16 degrees. A detailed Statement of Work will be issued with the solicitation. The period of performance is twenty-four (24) months. Telephone requests for this solicitation will not be honored.
