The CECOM Acquisition Center-VHFS proposes to negotiate, on an other than full and open competitive basis, with E-Systems pursuant to FAR 6.302-1(a)(2)(ii) and (iii) Only one responsible source or no other Supplies or Services will Satisfy Agency Requirements. A technical data package for the required equipment does not exist, and award to any other source is likely to result in a substantial duplication in cost to the Government that is not expected to be recovered through competition, however, all responsible sources may submit a proposal which shall be considered by the agency.
