Contracting Officer is Julius Kaneshiro, 011-81-3117-63-8834. The U.S.
Army Engineer District, Japan, is seeking the services of a Contractor
for an Indefinite Delivery Services Contract for Environmental Training
of US Forces Japan personnel. Training is required to meet regulatory
requirements of Occupational Safety and Health Administration,
Environmental Protection Agency, Final Governing Standards, Resource
Conservation and Recovery Act and applicable Federal and Government of
Japan laws and regulations. Training shall consist of the following
type of classes: Hazardous Materials and Hazardous Waste Operations and
Management Courses; and, other environmental related training courses
such as PCB Awareness and Handling, Lead Based Paint Abatement for
Workers (EPA Model), Lead Based Paint Abatement for supervisors and
Contractors (EPA Model), Lead Based Paint Inspector Training (EPA
Model) and Lead Based Paint Planners/Project Designers (EPA Model).
Each course will have a prescribed curriculum. Some courses will
require hands-on training. All applicable trainers shall be
qualified/certified to instruct the class and must have satisfactorily
completed a training program for teaching. In addition, all
instructors must have taught the course within the last two years.
Training course instructors shall comply and meet the criteria set
forth for the courses as prescribed in applicable federal laws and
regulations. Classes will include Japanese Nationals with a limited
understanding of English. Contractor will be required to provide a
Japanese Interpreter to provide oral interpretation of the course from
English to Japanese during the conduct of training. The interpreter
must have a minimum of two years actual interpreting experience. In
addition, the Contractor may be required to provide course materials
translated into the Japanese language text. The contract shall be for
a period of one year from the date of contract award. The Government
may exercise an additional one year option period. The Government
intends to award two contracts as a result of this announcement. The
criteria for allocation of delivery orders between the contracts shall
be based on one or more of the following factors: Professional
Qualifications; Specialized Experience and Technical Competence;
Capacity to Accomplish the Work; Past Performance; Volume of work with
Federal Agencies, and Geographic Proximity. The basic contract maximum
amount will not exceed $150,000.00 with a one year option period amount
not to exceed $150,000.00. If only one contract is awarded as a result
of this announcement, the total NTE amount will be $300,000.00 for the
base year and $300,000.00 for the option year. The Government obligates
itself to a minimum contract amount of two percent (2%) of the stated
maximum in the base year and one percent (1%) of the stated maximum in
the option year during the term of the contract. Firms must meet the
minimum qualification standards addressed in Section L of the
Solicitation package and a satisfactory Preaward Survey in order to be
considered responsive to the solicitation package. After the
determination of responsiveness is made, price will be the only
consideration in the contract award. The solicitation shall be issued
on or about February 19, 1996. Documents available with a charge of
$6.00. All checks shall be made payable to the U.S. Army Engineer
District, Japan. Requests for solicitation must be made in writing or
facsimile and include solicitation number and title. Availability of
solicitation is limited and will be furnished on a first received,
