Jordan, (513) 255-7927. The objective of this synopsis is to seek
interested sources able to integrate the following subsystems onto the
F-15 fighter aircraft. The contractor shall be responsible for all
actions necessary to integrate and test the Common Missile Warning
System (CMWS) and the Fighter Data Link (FDL). In addition, the
contractor shall be required to perform incidental changes to the
aircraft and contractor furnished equipment. Offers will be considered
from any firm providing clear and convincing evidence of its
capability to meet all the following criterion: (a) Capability to
integrate and test the above subsystems to be compatible with the
current and planned configurations of the F-15, (b) Capability to
conduct retrofit/modification activities, (c) Capability to identify
and develop efficient and cost-effective training programs for support
of an F-15, (d) Capability to use and input data into the Logistics
Support Analysis file when conducting studies and analyses of training
requirements associated with the F-15 aircraft and aircraft
subsystems, (e) Capability to perform the design, development,
integration, prototyping and test of new, peculiar F-15 Organizational
and Depot (O&D) level support equipment hardware and software,
designing and testing both hardware and software for nuclear weapons
capabilities, and supporting planning, analysis, evaluation and
coordination required for nuclear certification of support equipment,
(f) Capability to prepare/revise and submit Support Equipment
Recommendation Data (SERD) as part of appropriate Engineering Change
Proposals (ECPs) to specify organizational and depot support equipment
requirements for F-15 aircraft and ability to identify standard hand
tools and develop modified hand tools required to support the F-15,
including modification drawings for modified standard hand tools, stock
numbers, nomenclature and technical descriptions, as applicable, which
shall be provided for each tool, (g) Capability to test and evaluate
efforts in a manner that shall include consequential conduct of the air
vehicle, avionics, and support equipment simulator, laboratory and
aircraft ground tests. (NOTE: Additional GFE assets may be available to
support test and evaluation activities, but need dates must be
identified in a timely manner,) (h) Capability to conduct systems
engineering and project management for all subsystems, (i) Capability
to provide all required engineering data. Sources responding should
provide information concerning key management and program personnel
with a resume of their previous experience and evidence of capability
to perform successfully. This statement will have a twenty (20) page
maximum limit, double spaced, point size 12, (j) SIC for this
procurement action is 8731 with a size standard of 1,500 employees
including the offeror and it's affiliates. Failure to provide the above
data with your response to this notice may disqualify your firm from
further consideration. Information requested herein is for planning
purposes only. It does not constitute a request for proposal and is not
construed as a commitment by the government. All responses from
responsible sources will be fully considered, however, receipt of
responses will not be acknowledged. All respondents are reminded that
the government must receive all responses within 30 days of publication
of this notice. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
