Officer, (908)532-1093. The US Army Project Manager for Night
Vision/Reconnaissance, Surveillance and Target Acquisition is issuing
this BAA to solicit innovative proposals for Trade-Off study of a
mounted/manportable sensor system. The study will examine requirements
for a system to be used by US Army maneuver battalion scouts for
reconnaissance of terrain and surveillance of objects of tactical
interest as described in the LRAS3 Operational Requirements Document
(ORD), dated 12 March 1994, classified SECRET. The complete BAA is
uploaded on the CECOM Electronic Bulletin Board (EBB). The BAA consists
of the following: Introduction; Technical Introduction; Part I - Area
of Interest; Part II - Proposal Evaluation; Part III - Proposal
Preparation Instructions; Part IV - Proposal Forms to include
Representations and Certifications and DD Form 254, Contract Security
Classification Specification. The unclassified ORD is also uploaded
with the BAA. The classified version can be obtained as explained
below. The BAA is located in the CECOM/Ft. Monmouth solicitation
section of the EBB under Draft Solicitations, EBB Number 840. The BAA
is uploaded as a draft to provide industry with early information. The
Government forecasts the BAA will become final on or about 1 March
1996 and will remain open for a period of 45 days. Interested parties
are reminded to read the E-Mail messages attached to the EBB file. They
provide important information concerning this BAA and how to obtain the
classified ORD. As no formal request for proposal or any solicitation
document are to be issued in regard to this BAA, interested parties
should monitor the CECOM EBB on a regular basis. This BAA is considered
unrestricted and as such no portion will be set aside for Historically
Black Colleges and Universities, and minority institutions. A
pre-solicitation conference is to be held the week of 26 Feb 1996 at
Fort Belvoir, Virginia. Interested parties are advised to monitor the
CECOM EBB on a recurring basis for further information regarding the
conference. Prospective offerors are reminded that only a duly
warranted contracting officer may obligate the Government to an
agreement involving expenditure of Government funds. Questions
