Specialist, Dana Sillars (904) 882-4294, Ext 3411. The Fuzes Branch of
the Wright Laboratory Armament Division, is contemplating the award of
a 30-month program to design, construct, and demonstrate an impulse
radar test set (IRTS) for use in developing a Hard Target Penetrating
Radar (HTPR) sensor. The Hard Target Penetrating Radar program has
redefined requirements since the CBD announcement letter, Unclassified
Synopsis No. MNK-96-002, published 4 Dec 95. This integrated
self-contained test set shall generate and transmit short
electromagnetic (EM) impulses, receive return signals from media of
interest, record the received signal, and process signals of interest.
This is intended to be a tool for collection of empirical data to
confirm fundamental theory and modeling of this phenomena. This is one
in a series of efforts with the overall goal to determine if a short
EM impulse radar provides enough information to enable fuzing decisions
during a given hard target penetration event. The program will have an
option for a self-contained field test trailer to be used to integrate
the IRTS for transportability. A cost plus fixed fee contract valued at
approximately $700,000-800,000 is envisioned for this requirement.
Exclusion of foreign firms is anticipated. In order to receive any
supplemental packages/amendments to the solicitation, all respondents
shall ensure Dana Sillars, WL/MNK, (address and fax number listed
below) has the following within 13 days from publication: 1) your
assigned Commercial and Government Entity (CAGE) Code, and 2) a copy of
your fully executed DD Form 2345, Militarily Critical Technical Data
Agreement (Potential recipients of the RDSS supplemental package will
be required to be export control certified, in accordance with DOD
5230.25, prior to receiving the supplemental package. Certification may

Respondents to this notice must include complete address information to
the office indicated below. Firms having applicable interest who did
not respond to the Sources Sought synopsis should submit capability and
background particulars in accordance with Numbered Note 25 to WL/MNK,

Dana Sillars. Responses to this synopsis should be received within 15
days from date of publication. Firms responding to this synopsis should
state whether they are or are not a small business concern as defined
in FAR 52.219-1 (Size standard 500, SIC code 8731). The Air Force
reserves the right to consider a small business set-aside based on
responses hereto. Research and Development Streamlined Contracting
Procedures (RDSCP) apply to this acquisition in accordance with DFARS
235.70. A standard request for proposal (RFP) will not be issued and
award without discussions is contemplated. The solicitation is
scheduled for release in early March 1996 and will appear in a
subsequent edition of the Commerce Business Daily. Proposals will be
due 30 days after issuance of solicitation. It is anticipated that
award will occur in June 1996. An ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. All
potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to the
