R -- TECHNICAL SERVICES IN SUPPORT OF MISSION CRITICAL COMPUTER RESOURCES PROGRAM FOR SPAWAR SOL N00039-96-R-0068(Q) POC Luke Patterson, 02-31, 703-602-0740. Synopsis No. 26. The Space and Naval Warfare Systems Command (SPAWAR) intends to solicit for award of a Cost-Plus Fixed Fee (CPFF), level-of-effort contract to provide for management and technical support services for the execution of various Mission- Critical Computer Resources (MCCR) tasks, especially those related to software and system standardization and standards development, systems engineering, software engineering, and computer engineering in the Command's Systems Effectiveness Engineering Division (SPAWAR 10-12). In order to assess whether this intended procurement lends itself to be set aside for Small Business (SB), Small Disadvantaged Business (SDB), or under the auspices of Section 8(a) of the Small Business Act, qualification packages from potential small business offerors are sought for the effort addressed below. Proposed efforts for the support of the Command's Systems Effectiveness Engineering Division (SPAWAR 10-12) include: 1) Organize, participate in, and support Navy, DOD, Joint Logistics Commanders (JLC), National, and International organization-sponsored standardization efforts. 2) Develop and revise military standards, commercial standards, specifications, guidebooks, handbooks, and similar documents relating to MCCR and systems engineering. 3) Develop and revise Command or Navy instructions, guidebooks, manuals, and similar documents. 4) Analyze comments concerning draft documentation, including standards, specifications, guidebooks, handbooks, manuals, and similar documents, assess their impact on the document, recommend disposition of the comments, and recommend changes to the documents. 5) Perform Independent Verification and Validation (IV&V) tasks in support of SPAWAR Program Managers. 6) Perform analyses of contractor's product development practices. 7) Develop automated tools to assist the Program Management Office personnel in the acquisition or development of systems or software. 8) Develop Computer Resources Life Cycle Management Plans (CRLCMPs). 9) Create and maintain files and documents for access and dissemination on national and world-wide networks. 10) Review, evaluate, and/or test tools and documents for consistency, quality, and compliance with specified standards and criteria. 11) Develop training material, and conduct or assist SPAWAR in conducting training sessions covering system management, system engineering, software acquisition management software development, the various software standards, software safety, computer resources support, and system and software standardization processes and products. The Standard Industrial Classification (SIC) Code for this intended procurement is 8711. The total effort required is expected to be 17 man-years of management and technical support services per year for a five- year (1 firm, 4 option) period beginning in FY 1997. Interested parties must submit a qualifications package detailing their proven experience in categories 1) through 11) above. Resumes must be provided for key company personnel, listing their past experience in standards development, service instruction development, software engineering, IV&V, tool development, documentation development, process assessment, and training class development, their qualifications, education, and related experience. Each package shall include a listing of prior Government contracts/work performed by the company with points of contact and phone numbers. Personnel must be full time employees. Interested sources also must have or be able to obtain a SECRET facility clearance to receive and store SECRET material and disc drives within 30 days after contract award, and have key personnel who possess at least a SECRET clearance. Clear identification of company status must be provided (SB, SDB, or 8(a)). Interested sources must have a primary or secondary support site within a 25 mile radius of SPAWAR, 2451 Crystal Drive, Arlington, Virginia, and, when and if SPAWAR moves to San Diego, California, (which is planned to be no later than 1 October 1997), interested sources must have a primary or secondary support site within a 25 mile radius of the SPAWAR location in San Diego, California. This is not a proposal nor does the Government intend to pay for any information solicited. Proprietary data submitted in response to this synopsis will be protected when so designated. Acknowledgement of receipt will not be done and telephone inquiries will not be honored. Responses to this synopsis must be received no later than 29 FEB 1996, and should not exceed 20 pages.
