Warfare Center, AD Indianapolis has a requirement to procure under full
and open competition, life cycle support engineering services and
software development for the ES-3A aircraft platform, to be awarded
under a cost-plus-fixed-fee (CPFF) term contract. The proposed contract
is for continuation of specific work begun under contract
N00163-95-C-0013. The ES-3A platform is currently in the post
deployment life cycle support phase and undergoing a Mission Avionics
System Improvement Program (MASIP) upgrade effort. The Statement of
Work (SOW) will establish the requirements for computer program
documentation, maintenance, life cycle support, and software
configuration management and control. THe contractor shall provide
support in the following general combat weapon system computer
engineering support projects (1) Aircraft mission computer software;
(2) Peripheral avionics system and subsystem software (both interfacing
and embedded); and (3) Support software including, but not limited to,
development, maintenance, training, and ground processing. An
indefinite delivery/indefinite quantity (IDIQ) requirements type
contract will be awarded with delivery orders issued to complete the
above tasks. Estimated man-hours for total period of performance:
166,354. The technical tasks described in the SOW shall require that
the contractor have facilities for the storage of material with
security classifications to SECRET. As a competitive procurement, the
following information is provided: (1) place of performance is unknown,
however, (2) in accordance with FAR 22.1009-4, the possible area of
performance for which a wage determination has been requested is
Arlington, VA; (3) the contracting officer will request a wage
determination for additional possible places of performance if asked to
do so in writing; and (4) the time and date by which requests for wage
determinations for additional places must be received by the
contracting officer will be determined upon initial issuance of
solicitation. The basic contract shall not exceed a total of three
years with an additional two-year option period. Basic contract period
of performance shall continue for no longer than three months after
the end of the ordering period; optional contract ordering period shall
be 21 months (in addition to the basic contract). Total period of
performance for both basic and option shall not exceed 5 years. Copies
of the RFP will be available approximately 60 days after publication
of this announcement. Interested parties shall request the RFP package
