contract Specialist, 202-283-1183. The Internal Revenue Service intends
to award a purchase order on a non competitive basis to ArborText, Inc.
to purchase Windows-OS/2 Warp SGML software, compatible English and
Spanish dictionaries, format output specification software, and
maintenance on all the above. The vendor will be required to provide
the government Windows 3.1 based SGML editing software with standard
Windows editing features, free upgrade to OS/2 Warp, powerful yet
easy-to-use table editing features, creation and editing of full-page
WYSIWYG CALS-compliant tables, inline viewing of external entities such
as graphics and other files, help feature and menu preference
customization, the ability to easily support additional document type
definitions at no additional cost, autonumbering, automated SGML
validation, spellchecking, requiring minimal SGML knowledge by users,
and solid technical support. The contractor shall provide the
government software maintenance support as specified. The contractor
shall make a service technician available from 8 am to 4:30 pm Monday
through Friday to provide technical assistance. A service technician
will respond to the government's contracting officer technical
representative or delegate within 2 business hours. Technical services
shall include, but are not limited to, (1) telephone technical support
for the purpose of providing assistance and guidance in diagnosing
software problems and software instllation; (2) Responding to inquiries
regarding software problems, via electronic mail, to the government's
contracting officer technical representative or delegate; (3) Provide
the government access to the contractor's technical support system via
modem or internet enabling the government to download patches and
software upgrades; (4) Provide the government technical assistance in
developing format output specification instances and customized menus,
utilities, and filters. The contractor will not have the abililty to
access, via the internet, the government computers running the
software; however, if required to fix a problem, a computer technician
may be allowed to dial into one computer via modem. If software
problems cannot be solved through above methods, the contractor shall
make available at no additional cost to the government software
upgrades that fix the problem. In addition, the contractor shall
provide to the government for the length of this contract at no
additonal cost all software upgrades, including those for OS/2 Warp. If
requested by the government, the contractor shall provide guaranteed
next day delivery of replacement software. All responsible sources who
can provide and meet the above requirements shall submit written
technical capability statements sufficient to demonstrate ability to
meet the government requirements and a price quotation by February 20,
1996; no solicitation will be issued, therefore such requests for
solicitations will be considered non responsive; Evaluation/Award will
be based on technically acceptable offers at the lowest over all cost
to the government. An award is expected to be made approximately
February 28, 1996. all questions must be submitted in writing and
received by facsimile or mail. If no affirmative responses are received
