U. S. Coast Guard hereby announces an acquisition to replace shipboard
Cutter Boats (Rigid Hull Inflatable Boat (RIB)) throughout the Coast
Guard fleet. The types of boats being considered are Cutter Boats:
Small - 13.5' to less than 15.9', Medium - 16' to less than 18.6',
Large - 21' to less than 24'. The required boats must be mature and
meet the general requirements for commercial items as defined in FAR
2.101. The boats will be rountinely used for transporting personnel,
survivors, and cargo from the Cutter Boats to other vessels. The Cutter
Boats will also be used to support the U. S. Coast Guard Marine and Law
Enforcement and Marine Safety missions. Additionally, the Cutter Boat
will be used for short patrols, rescue, a utility launch when in port,
as well as assist in navigational work. The solicitation will be
issued on or about 15 February 1996. This acquisition will be conducted
under the Two-Step Sealed Bid Procedure. A Firm-Fixed Price, Indefinite
Delivery/Indefinite Quantity (IDIQ) type contract is anticipated. The
anticipated contract will have a base year plus four option years for
each of the three classes of Cutter Boats. The total quantities,
combination of ALL three classes of Cutter Boats, are as follows:
Minimum Quantity of 111 and Maximum Quantity of 201. Step 1 will
include two phases. Phase 1: Technical and Management proposals must be
submitted for review and evaluation. Each proposal that meets the
minimum requirements during Phase 1 will be considered for
participation in Phase 2. Phase 2: All offerors that successfully
complete Phase 1 will be required to provide a cutter boat test article
for the Full Scale Demonstration Test. Each offeror will be notified
where and when to report for Phase 2. All offerors who successfully
complete Phase 2, will be issued an Invitation For Bid (IFB). The
issurance of the IFB is Step 2 of the Two-Step process. All responsible
sources must submit the required documents: technical and management
proposals, which shall be considered by the agency. Request for
solicitation must be in writing, and must contain: company name, point
of contact, address, telephone number, and solicitation number.
