Synopsis: The Iowa National Guard, wishes to select an
Architect-Engineer (A-E) firm for Type A and B services for an
Indefinite Delivery Contract, Multi-Disciplinary, for projects on the
Iowa ANG Base, Des Moines International Airport, Des Moines, Iowa.
Typical projects include but are not limited to designing a lighting
and ballast retrofit for multiple facilities base-wide, remodeling,
reroofing, pavement, etc. Work includes the production of designs,
plans, drawings estimates and specifications as required to execute
construction projects and the conducting of fact finding studies,
survey, investigations and economic analysis in support of design
activities. Typical projects include, but are not limited to, lighting
and power distribution systems, heating and air conditioning systems,
alteration and repair of grounds, roads, buildings and structures. The
following are the significant A/E selection factors and their relative
order of importance to the government: professional qualifications
necessary for satisfactory performance of required services;
specialized experience and technical competence in the type of work
required; capacity to accomplish the work in the required time; past
performance on contract with government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; location on the general geographical area of the
project and knowledge of the locality of the project, provided that
application of the criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; demonstrated success
in prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design; volume of DOD work
previously awarded the firm. The estimated start and completion dates
for the A/E contract are 1 May 1996 to 1 May 1997, with option to
extend one (1) additional year, this request has a minimum amount of
$5,000.00 and a ceiling of $400,000 with a maximum order limit of
$75,000. This is not a request for proposal. Response to this notice
must be received in the Office of the United States Property and Fiscal
Officer's, Purchasing and Contracting Division, Camp Dodge, 7700 N.W.
Beaver Drive, Johnston 50131-1902 by close of business, 4:30 p.m. local
