for International Development (USAID) contemplates issuing a Request
for Proposals (RFP) for a three-year firm-fixed-unit-price contract to
design, deliver, evaluate and revise a one-week course of instruction
entitled ''Performance-Based Contracting'' (PBC) for USAID
Washington-based and overseas mission audiences. The course must
provide USAID selected participants with a clear understanding and
working knowledge of performance-based contracting relevant to USAID
procurements of primarily technical services in accordance with Federal
guidance, including Office of Federal Procurement Policy (OFPP)
initiatives and direction as well as applicable Agency guidance and
procedures. The course should enable the participants, upon successful
completion, to function appropriately in all aspects of
performance-based contracting, from procurement planning through
appropriate contract administration. The contractor shall revise the
course design and the student and instructor materials, as required,
based upon the results of the pilot course evaluation. Up to ten
additional courses may be purchased by separate orders issued under
this three-year contract at the firm-fixed unit prices. USAID
contemplates making one award from the solicitation based on full and
open competition. The SIC Code is 8742. All responsible sources may
submit a proposal which shall be considered by the Agency. Interested
offerors may request a copy of RFP M/OP/B/HNE-96-005 by submitting a
written request along with three self-addressed self-stick mailing
labels for the offer's firm. Please do not send stamped envelopes.
Walk-in and telephone requests will not be honored. The preferred
method of distribution of USAID procurement information is via the
Internet or by request of a solicitation on a 3.5'' floppy disk
(WordPerfect 5.1/5.2 format). This CBD notice can be viewed and
downloaded using the Agency Gopher. The RFP, once issued, can be
downloaded from the Agency Gopher. The Gopher address is

USAID PROCUREMENTS and then DOWNLOAD AVAILABLE USAID SOLICITATIONS. The
RFP can also be downloaded via Anonymous File Transfer Protocol (FTP).

identification of ''anonymous'' and the password is your e-mail
