Logistics Center is procuring Core Sand Heater and Cooler System to
service the Core Making System in the Casting Emissions Reduction
Program (CERP) Pilot Metal Casting Facility. It is the intent of the
Government to purchase a commercially available Core Sand Heater and
Cooler System without the need for new development; therefore the
contractor shall demonstrate that they have both manufactured and sold
Sand Heater/Cooler Systems for a minimum of ten years. Proof of
required qualifications shall be included in the solicitation response.
This system will be used to automatically heat or cool up to 200 Lbs.
per minute of new or thermally reclaimed core sand that will be used to
make cores in the Core Sand Batch Mixer. The system will have a new
sand heater/cooler unit and a reclaimed sand heater and cooler unit.
Each unit will have the ability to receive sand at a maximum
temperature of 100 degrees F and cool the sand to 85 (+/-4) degrees.
They also must be able to receive the sand at a minimum of 50 degrees
F and heat the sand to 85(+/- 4) degrees F. The System includes the
following: (A) The New Sand Heating/Cooling Unit and the Reclaimed Sand
Heating/Cooling Unit consists of: a sand heater/cooler to receive
new/reclaimed sand from an overhead storage hopper discharge spout; 1
air operated metering valve; 1 low pressure blower to fluidize the sand
around the sand heating/cooling coils; 1 discharge air operated
metering valve; 1 thermocouple and temperature control instrument. (B)
Closed Loop Chilled Water System common to both sand heater/cooling
units with a minimum 10 ton nominal capacity direct expansion
refrigerated water chiller with an air cooled condenser, cold water
surge tank, a water circulation pump between chiller and cold water
surge tank, 2 water circulation pumps and a dehumidifier cooling coil.
(C) Closed Loop Hot Water System with minimum 217,000 BTU gas water
heater, expansion tank and a water recirculating pump. (D) Integrated
electrical control panel for integration and sequencing control of both
sand heater/cooler units, the closed loop chilled water system and the
closed loop hot water system. Panel will be complete with main circuit
breaker disconnect, control transformer, full-size NEMA motor starters,
circuit breakers, three phase overloads hand-off-auto selector
switches, individual temp control instruments for each heater/cooler
unit housed in a NEMA 12 enclosure suitable for 460 volt, 60 cycle,
three phase electrical service. (E) Sand heater/cooler control panel to
include Allen Bradley Series 5 Programmable Logic Controller to control
all machine functions as well as data output (via A-B Data Highway
Plus) to central plant computer. The equipment shall comply with 29
Code of Federal Regulations 1910 (OSHA). Electrical devices shall
comply with NFPA 70-1993 and NFPA 79-1994. The system will also comply
with ANSIZ 241.1. Written procedures will be used for this
solicitation. Potential offerors should use established channels to
request information, pose questions and voice concerns before resorting

All responsible sources may submit a proposal/quotation which shall be
considered by the agency. When requesting a copy of the solicitation,
provide information as to whether your organization (together with its
affiliates) is a large business, small business or whether it is a
small disadvantaged business. All interested parties are urged to
provide their CAGE code and DUNS/CAGE code with their written or fax
request for solicitation documents. Requests must be written. Verbal
requests will not be honored. All requests must state that the vendor
is not currently on the Consolidated List of Debarred, Suspended and
Ineligible Contractors or other wise ineligible to receive Government

be 15 Mar 96. Written procedure will be used for this solicitation. No

Specifications, plans, or drawings relating to the procurement
described are incomplete or not available and cannot be furnished by
the Government. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
