The Department of Commerce/NOAA intends to negotiate on a sole source basis with the SeaSpace Corporation for the purchase of a Defense Meteorological Satellite (DMS) Demultiplexer and technical support services for the Terascan system used to provide recorded Operational Linescan System (OLS) satellite data. Support services include modifications to the existing systems because of the upgrades to the DMSP satellites. Services shall also included engineering services and all development and testing required to interface the SeaSpace Terascan systems to the new Block 5D3 software for the DMSP's return link format. The offeror will be required to provide all necessary hardware and software. Testing of the system shall be conducted at the system's unit level and integrated system level. Potential offerors must demonstrate a thorough knowledge of the DMSP Operational Linescan System. Installation and testing must be completed within 30 days the of award. SeaSpace Corporation developed the source code for the application software being modified under this purchase order. All responsible sources shall respond by submitting a written narrative statement and other technical literature demonstrating the ability to meet the above requirements within 15 days of this notice. Potential Offeror's must provide at least three technical references regarding its experience with providing the required services. Pricing data including GSA Schedule if applicable should be included. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Telephonic or Fax responses will not be accepted. Failure to submit documentation will result in the Government proceeding as above. Please refer to RFQ No. 40-AANC-6-06402 in your response.
