necessary to perform dockside repairs including but not limited to the
following minimum items: (1) Renew watertight fittings and strengthen
forecastle deck, (2) Renew watertight doors, (3) Clean and inspect
heat exchangers in-place, (4) Clean the #1 and #2 SDDG and emergency
generator in-place. (5) Overhaul Motors, (6) Load test aircraft
electrical service systems, (7) Renew deck penetration for air escape
piping, (8) Renew insulation and lagging, (9) Overhaul ventilation fan
motors, (10) Replace decontamination shower, (11) Install fire station
in auxiliary machinery space no. 1, (12) Replace washdown
countermeasure system piping, (13) Renew ballast tank cross connect
piping, (14) Replace potable water tank level indicators, (15) Overhaul
anchor windlass assemblies, (16) Overhaul warping capstan assembly,
(17) Overhaul hangar door, (18) Remove stowing modification, (19) Renew
portlights, (20) Clean and inspect chain lockers and sumps, (21)
Preserve bilges, (22) Clean and inspect diesel fuel, JP-5 Fuel and lube
oil tanks, (23) Renew deck coverings and shower panels, (24) Preserve
flight deck, (25) Reconfigure shipboard supply storage spaces, (26)
Temporary Logistics, etc. Indefinite items include but are not limited
to the following: (1) Provide additional temporary logistics. Vessel
availability schedule is 03 SEP 96 for 63 days. Vessel length is 270
Foot ``A'' Class Medium Endurance Cutter. All work must be performed at
the vessels homepier (Portsmouth, VA). A charge of $100.00 is required
in the form of a certified check or money order made payable to the
U.S. Coast Guard for requested drawings. All other referenced documents
are available for viewing at building 400N, Governors Island, NY. The
proposed contract listed here is part of the Small Business
Competitiveness Demonstration Program. Plans and specifications will be
issued on or after 23 Feb 96. All responsible sources may submit a bid
which shall be considered by the United States Coast Guard. For

disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
